Position Title: Project Coordinator – TB/HIV Evaluation (1 position – full time)

Location: Dar es Salaam Responsible for: Implementation of Global TA project, Evaluation of TB/HIV Collaborative Activities
ICAP at Columbia University will evaluate implementation of TB/HIV collaborative activities along with the TB/HIV continuum of care through a cooperative agreement under the Global Technical Assistance (TA) funding mechanism, supported by the U.S. Centers of Disease Control (CDC) and in collaboration with the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC). Assessment of collaborative TB/ HIV activities will provide information on TB prevention and control measures in Tanzania and inform recommendations to improve services in TB clinics and HIV care and treatment facilities in Tanzania.
Overall Job Function
Under the supervision of the Technical Director, the Project Coordinator will lead planning and implementation of the Global TA project, Evaluation of TB/HIV Collaborative Activities, in Tanzania. He/she will coordinate all evaluation activities including the retrospective collection of routine program data on the TB/HIV care cascade and assessment and strengthening of TB Infection Control (TBIC) measures to decrease TB transmission in selected health facilities. In addition, the Project Coordinator will be responsible for internal monitoring of all evaluation components and will adhere to ICAP and CDC reporting requirements.
Major Accountabilities
Provide overall management support for the Evaluation of TB/HIV Collaborative Activities, in Tanzania. Coordinate timely implementation of all project activities according to the objectives and timeline identified in the work plan.
Facilitate communication and collaboration between CDC, the MoHCDGEC, and other project stakeholders in order to achieve project objectives.
Develop Standard Operating Procedures (SOPs) and assure adherence to SOPs throughout project implementation.
Contribute to protocol development and adapt protocol for submission to the Tanzania National Institute for Medical Research (NIMR).
Assist with the selection of healthcare facilities to participate in the evaluation.
Assist with the development of data collection tools and supervise collection of routine TB/HIV program data and TBIC measures, including qualitative data, at selected sites with timely submission for analysis.
Coordinate TBIC strengthening activities at selected facilities in close collaboration with the Nurse Clinical Mentor at ICAP, CDC, and the MoHCDGEC.
Plan and co-facilitate training of health care workers in TBIC; provide on-site mentoring and support monitoring of TBIC strengthening activities at selected facilities.
Participate in the baseline and post-intervention assessment of TBIC measures at selected facilities and provide technical assistance to facilities in developing/refining TBIC plans.
Administer Knowledge, Attitude, and Practice surveys to health care workers at selected facilities.
Ensure that TBIC focal points at facilities have been identified and are actively engaged in implementation of TBIC plans.
Complete quarterly internal reports in order to assess adherence to the project timeline and develop action plans.
Contribute to the development of continuing application and final reports for CDC as well as other dissemination reports.
Perform other duties and responsibilities as assigned.
Required Qualification & Experience
Degree in Public Health (MPH), Nursing, Medicine, Epidemiology or other related field.
Minimum of three years of experience in public health or medical research; TB/HIV research experience preferred.
Demonstrated supervisory experience in leading a team.
Good interpersonal communication and report writing skills.
Strong organizational skills.
High level skill of computer operation particularly Microsoft Word and Excel.
Fluency in English and Swahili.
Preferred Skills:
Experience conducting health surveys and evaluation.
Location and Travel Requirements
The position will be located in Dar es Salaam but will require some travel to Mwanza region participating in the evaluation.
