JOB PROFILE
The CCCM Coordinator has the overall responsibility for technical quality and harmonisation/standardisation of camp management work in all sites and information flows on camp management programming to and from the field, ensuring learning across all camps for program quality. The CCCM Technical Coordinator has decision making authority on technical camp management issues, with direct line management to 2-3 camp managers and 1-2 community services managers. Moreover, external relations with UNHCR and MHA in regards to the refugee response and provides technical back-stopping to the Head of Programmes in donor relations. Lastly, he/she coordinates Camp Management staff capacity building across the different DRC-managed sites.
KEY RESPONSIBILITIES
Programming and Coordination
Provide technical guidance and advice to Camp Managers, Community Services Managers and camp management /community services staff (CCCM Team) in Nduta, Mtendeli and Nyarugusu camps
Provide technical guidance to local partner TWESA for CCCM activites in Nyarugusu camps
Support CCCM Team to ensure that DRC is implementing high quality camp management programming in accordance with international standards and best practice;
Identify gaps and needs in camp management programme in DRC sites;
Promote a participatory approach (engagement of affected population) to camp management and service provision in the camps/sites;
Support design of and coordinate assessments as relevant to camp management and participate in assessments as required;
Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-managed sites;
Manage Camp Management related information flow to and from field sites, including updates to and from UNHCR;
Co-lead the Refugee Information Management Working Group (alongside UNHCR) in an effort to advocate for relevant and standardized information sharing
Quality assurance of proposals, donor reports, site reports, advocacy and policy notes and other CCCM reports;
Support proposal development and coordinate multi-site proposals;
Work closely with the Head of Programmes and Grants and Reporting Officer to ensure that all camp management activities are being appropriately monitored and evaluated;
Work closely with other sector program managers (Protection, Shelter and Livelihood) to ensure integration between sectors in DRC programmes.
Work together with the Grants and Reporting Officer to shift data collection to online systems, and standardize M&E practices
Representation
Represent DRC in relevant working groups (IM, Protection, etc.) as well as the Inter-Agency Coordination Meeting
Deputize for Head of Programmes when required
Stay up to date with donor strategies and practices within Tanzania and provide technical backstopping to the Head of Programmes in donor relations for CCCM
Organisation, administration and personnel management
Direct line management of 1-2 international staff
Provide technical questions and participate in the recruitment of Camp Management international and national staff;
Identify training gaps among camp management staff;
Support Managers on nationalization planning for camp management staff;
Accountability
Ensure that DRC’s CCCM programming meets accountability obligations and is carried out in accordance with the Core Humanitarian Standard
Work with the Protection Manager to ensure protection mainstreaming in camp management activities;
Any other duties as agreed with the Head of Programmes.
ABOUT YOU
The desired candidate is expected to have senior level management experience and a demonstrable successful track record of strategic programme development, capacity building and effective programme implementation and monitoring. He or she must also be able to conceptualize and articulate DRC vision and have the strong oral and written communication skill required to translate the vision into tangible action. The incumbent is expected to have extensive donor, government and partner engagement experiences.
Experience and understanding of refugee and displacement issues is an advantage and ideally the candidate will have a good understanding of the region and/or from other similar protection situations

Technical competencies
Graduate degree in international relations, development, law, gender, or other relevant field.
Minimum of 5 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings
Strong knowledge of CCCM in different contexts
Prior experience working with local partners
Experience with capacity building, and in convening and facilitating trainings and workshops.
Proven commitment to accountability and quality assurance.
Excellent analytical and writing skills.
Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
Ability to work well under pressure and in adverse conditions.
Substantial project management skills and experience.
Strong professional written and oral English language skills.
Knowledge of French (or Swahili or Kirundi) would be a significant advantage.
Proficiency in common computer packages and financial software i.e. Word, Excel, PowerPoint.
Knowledge of Mobile Data Collection and assessment methodologies would be an asset.

Commitments:

Conditions
Availability: As Soon as possible
Duty station: Kibondo with frequent travel to the other project locations.
Reporting: Reports to Head of Programmes
Contract: 6 months contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A15.
For qualified National staff the terms of employment will be in accordance with DRC terms for National staff
