GENERAL BACKGROUND:</u></b><br />On 19 September 2016, the United Nations General Assembly adopted the New York<br />Declaration on Refugees and Migrants, calling for greater burden sharing by the international<br />community to support the world’s largest refugee hosting states. The New York Declaration<br />called on UNHCR to develop and initiate the application of the Comprehensive Refugee<br />Response framework (CRRF) in close coordination with relevant states and in collaboration<br />with relevant UN agencies, applying a multi-stakeholder approach. The objectives of<br />implementing the CRRF are to: (i) ease pressure on host countries; (ii) enhance refugee selfreliance;<br />(iii) expand access to third-country solutions; and (iv) support conditions in countries<br />of origin for return in safety and dignity.</div>

The New York Declaration and the CRRF stress the<br />need to engage development actors in a sustainable response for refugees and host<br />communities. The CRRF promotes inclusion of refugees in the delivery of national services,<br />such as education and health, as well as national development plans and programmes,<br />supporting these priorities were possible. The CRRF aims to bring on board partners into the<br />refugee response, including those who have been less involved in refugee response, by<br />mobilising their respective areas of expertise and interest to contribute to a broad-based<br />response. The roll-out of the CRRF requires intensive efforts throughout pilot countries,<br />including consultations with a broad range of internal and external interlocutors at national,<br />regional and district levels – in particular the various government offices which need to be<br />involved as part of the CRRF roll-out.</div>

<br />The government of the United Republic of Tanzania has confirmed its willingness to pilot the<br />CRRF. The CRRF in Tanzania aims to address the ongoing emergency, the protracted<br />refugee situation and support to local integration of naturalized Burundians. The CRRF will to<br />the extent possible build on and complement existing strategies, coordination and funding<br />mechanisms, incorporating both humanitarian and development actors. A joint CRRF<br />National Steering Committee led by the government is setup to coordinate the roll-out of the<br />CRRF, including a mapping exercise and gap analysis among the first steps. This will further<br />inform the priority areas of engagement and indicators for initial progress (first benchmark:<br />end-2017) for the application of the CRRF in Tanzania.</div>

<br />The UNHCR Tanzania operation is also a multi-year planning pilot. UNHCR Tanzania is<br />finalizing a Multi-Year Multi-Partner Protection and Solutions Strategy (2017-2021) for<br />Tanzania. This Strategy (MYMP) has been developed in consultation with key partners, and<br />identifies objectives that incorporate political, economic, social and legal dimensions. The<br />MYMP describes UNHCR’s contribution to the CRRF over the period 2017-2021.</div>
<div style="background-color: white; font-family: 'Source Sans Pro', sans-serif; font-size: 16px; line-height: 24px; margin-bottom: 10px;">
<br /><span style="color: #444444;">Against this background, UNHCR is hiring 2 Senior Information Management Associates</span><br /><span style="color: #444444;">(CRRF) as part of temporary support staff with the dedicated role to support the roll-out of</span><br /><span style="color: #444444;">the CRRF in the Tanzania Operation. The Senior Information Management Associates report</span><br /><span style="color: #444444;">directly to the CRR Officer in Kasulu and Kibondo, and form part of the CRRF/Solutions team</span><br /><span style="color: #444444;">led by the CRRF coordinator in Dar. The Senior Information Management Associates will</span><br /><span style="color: #444444;">benefit from functional guidance from the Programme and Protection Officers, and work</span><br /><span style="color: #444444;">closely with Programme and Protection Units. They will also benefit from support from</span><br /><span style="color: #444444;">technical units at HQ as appropriate and under the overall direction of the Representative.</span><br /><span style="color: #444444;">They are also expected to stay abreast of the challenges posed to the region by the political</span><br /><span style="color: #444444;">context, the UN and humanitarian reform and institutional developments.</span><br /><br /><span style="color: #444444;"><b>II. DUTIES AND RESPONSIBILITIES</b></span><br /><span style="color: #444444;">The Senior Information Management Associates (CRRF) will provide support on the</span><br /><span style="color: #444444;">application of the CRRF in Tanzania and the implementation of MYMP in alignment with this</span><br /><span style="color: #444444;">framework, as follows:</span><br /><span style="color: #444444;">1. Deliver reliable, accessible and user-friendly, relevant, predictable, appropriate and timely</span><br /><span style="color: #444444;">information in support of the the application of the CRRF and the implementation of the</span><br /><span style="color: #444444;">MYMP</span><br /><span style="color: #444444;">- Assist in the production and dissemination of information on the population of concern</span><br /><span style="color: #444444;">and host communities for planning and monitoring purposes</span><br /><span style="color: #444444;">- Produce summary statistics and coordinate data collection teams. Assist in training of</span><br /><span style="color: #444444;">staff involved in information management activities, including data collection and data</span><br /><span style="color: #444444;">entry teams.</span><br /><span style="color: #444444;">- Operationalize data standards including any standards developed specifically for the</span><br /><span style="color: #444444;">application of the CRRF and the implementation of MYMP</span><br /><span style="color: #444444;">- Support the CRRF/Solutions Team, Programme and implementing partners in the</span><br /><span style="color: #444444;">choice of indicators for monitoring the roll-out of the CRRF and the implementation of</span><br /><span style="color: #444444;">the MYMP at field level. Support the Protection Team in operationalizing related</span><br /><span style="color: #444444;">protection monitoring systems.</span><br /><span style="color: #444444;">2. <b><u>BASIC FUNCTIONS:</u></b><br />
To assist the Public Works Program Manager to implement public works program<br />
activities in the department.<br />
<br />
<u><b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b></u><br />
She/He shall:<br />
a) Maintain database for public works interventions;<br />
b) Supervise preparation of multi year plans by PAAs to guarantee predictability of<br />
transfers for the targeted beneficiaries.<br />
c) Provide technical support for implementation of PW interventions and ensure<br />
availability of required training materials and support.<br />
d) Follow up of compliance to PW implementation benchmarks by PAAs.<br />
e) Participate in the preparation of guidelines for implementation of PWP<br />
interventions;<br />
f) Participate in identifying new areas of interventions available that are outside<br />
PWP Technical Manaul and prepare required guidelines;<br />
g) Identify communication gaps that require IEC interventions;<br />
h) Identify existing capacity enhancement opportunities outside of TASAF that can<br />
be capitalized upon for resource optimization for public works program activities;<br />
i) Review PAAs capacity enhancement plans and budgets submitted for TASAF<br />
funding;<br />
j) Facilitate provision of technical support on public works program enhancement to<br />
PAAs, groups and individual<br />
k) Verify public works program applications reviewed by TASAF Monitoring Officers;<br />
l) Prepare public works program application batches;<br />
m) Participate in the preparation of departmental annual implementation plan,<br />
budgets and progress reports on public works program activities.<br />
n) Perform any other duties as assigned by the Public Works Program Manager<br />

<b><u>QUALIFIKATIONS</u></b><br />
a) A first Degree or equivalent qualification in Civil/Agricultural/Irrigation<br />
Engineering, Land Use Planning, Forestry or any other related field from a<br />
recognized university.<br />
b) At least five (5) years’ experience in relevant field in Public and / or Private<br />
Sectors.<br />
c) Must be computer literate;<br />
d) Good communication and interpersonal skills.<br />
e) Ability to supervise, train and coach staff in relevant skills.<br />
f) Self-motivated with integrity and high level of confidentiality.<br />
g) Experience in planning and implementing labour intensive works will be an<br />
added advantage.<br />

a) Existence of updated and operational public works data base.<br />
b) Public works applications are processed within agreed benchmark.<br />
c) Existence of updated multi year plans for public works.<br />

<b>BASIC FUNCTION:</b><br />
To manage the implementation of the safeguard policy frameworks as specified in the<br />
Financing Agreement and Operational Manual.<br />
<br />
<b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b><br />
She/He shall:<br />
a) Ensure that implementation of subprojects complies to triggered safeguard<br />
policy frameworks;<br />
b) Assess and compile capacity building requirements for effective<br />
implementation of safeguard policy frameworks by PAAs and communities;<br />
c) Ensure availability of safeguards training materials;<br />
d) Ensure provision of technical support to PAAs on the compliance of safeguard<br />
policy frameworks.<br />
e) Responsible for managing the database for safeguards;<br />
f) Receive and review safeguard implementation reports submitted by PAAs;<br />
g) Ensure verification of compliance with safeguard policy frameworks;<br />
h) Coordinate and facilitate identification of existing capacity enhancement<br />
opportunities outside of TASAF that can be capitalized upon for resource<br />
optimization for safeguard policy frameworks;<br />
a) Prepare and compile unit annual implementation plan and budgets;<br />
b) Prepare monthly, quarterly and yearly implementation progress reports for the<br />
unit;<br />
c) Be a member of the TASAF management team;<br />
d) Perform any other official duties as may be assigned by the Director.<br />
<br />
<b>QUALIFICATIONS:</b><br />
a) Holder of Master’s Degree in Environment, Social Science and Community<br />
Development or any other related field from a recognized university.<br />
b) At least seven (7) years’ experience in relevant field in Public and / or Private<br />
Sectors and managerial experience of at least three (3) years;<br />
c) Must be computer literate.<br />
d) Must have a thorough knowledge and understanding of and experience with<br />
donor funded project.<br />
e) High level of communication and interpersonal skills and ability to work with<br />
people at all levels.<br />
f) Ability to supervise, train and coach staff in relevant skills.<br />
g) Self-motivated with integrity and high level of confidentiality<br />
<br />
<b>KEY PERFORMANCE MEASURES:</b><br />
a) Existence of reports on safeguard policy frameworks training activities.<br />
b) Actions taken on safeguards implementation reports reviewed.<br />
c) Existence of updated safeguards database.<br />

<b>BASIC FUNCTIONS</b><br />
He/she shall:-<br />
(a) Be responsible for sorting information and documents for filing according to<br />
database and record management system protocols and registry procedures<br />
(b) Be responsible for classifying and coding information, documents and files for<br />
inclusion in database and record management systems/keeping them in the<br />
registry<br />
(c) Update and modify records<br />
(d) Be responsible for filing information and documents<br />
(e) Identify and retrieving information and documents for users<br />
(f) Record file and document movements<br />
(g) Label storage locations, and assembling and labelling new files<br />
(h) Remove inactive and dead files from registry to the archives<br />
(i) Carry out file movements to users and back to the registry<br />
(j) Perform any other official duties as assigned by the Registry Officer<br />

<b>QUALIFICATIONS:</b><br />
a) A holder of any Diploma and a certificate in record management.<br />
b) Must have at least two (2) years work experience in record keeping in Public<br />
and/or Private Sectors;<br />
c) Must be computer literate;<br />
d) Training in secretarial and/or registry is an added advantage;<br />
e) Good communication and interpersonal skills.<br />
f) Self-motivated with integrity and high level of confidentiality.<br />

To assist the Transport Officer in all activities related to service and maintenance to<br />
ensure proper running condition of TASAF vehicles.<br />

<b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b><br />
He/she shall:<br />
1. Inspection of all TASAF vehicles as required by TASAF to check out routine, minor or<br />
major repair<br />
2. To carry out the service and repair work in the most professional manner upon<br />
approval by responsible TASAF official in charge of Transport.<br />
4. Advice Transport Officer on proper spares to be procured after consultation with the<br />
official responsible from transport at TASAF and other technical matters related to the<br />
service and repair of TASAF vehicles<br />
5. Test, commission and hand over the repair/maintained vehicles to TASAF officials<br />
responsible for transport in a timely manner.<br />
6. Maintain vehicles in a tidy, presentable state at all times run errands cleared by a<br />
responsible officer.<br />
7. Assist as a driver during the shortage as may be assigned to him /her by the Transport<br />
Officer.<br />

<b>QUALIFICATIONS:</b><br />
a) Form IV certificate with Certificates in mechanics cum driving or equivalent<br />
qualification from a recognized institution;<br />
b) Fluent in written and spoken English and Kiswahili;<br />
c) At least 5 years’ experience in mechanics cum driver;<br />
d) Must have a valid driving license Class E;<br />
e) Good communication and interpersonal skills;<br />
f) Self-motivated with integrity and high level of confidentiality.<br />

Pact is working in partnership with the Elizabeth Giaser Pediatric Aids Foundation :  the Aga Khan Foundation, Rest'ess Development, Railway Children Africa, and the Ifakara Health Institute on a five-year (2016- 2021) USAJD/PEPFAR funded project to enhance the strengths of families caring for orphans and vulnerable children (OVC). The project, USAID Kizazi Kipya, builds off another successful Pact project in Tanzania, Pamoja Tuwalee, to work towards USAIDs President's Emergency Plan forAlDS Relief (PEPFAR) goal of 90-90-90, where 90%  of people know their HIV status, 90% of those positive are receiving antiretroviral therapy (ART) and 90% of those receiving ART achieve viral suppression.<br />

Principal Engineer – Electricity Generation will be responsible for providing support in economic and technical regulation in electricity subsector.   </div>

 i) To provide support in ensuring optimal provision of economic, technical, safety and environmental inputs to regulating and controlling the generation of electricity. </div>

 ii) To monitor activities of power generation, including Independent Power Producers (IPPs) and Emergency Power Projects.</div>

 iii) To monitor compliance of procedures for initiation of large power generation projects procurement. </div>

iv) To participate in reviewing and approving of Power Purchase Agreements (PPAs). </div>

v) To monitor compliance of the parties to the Power Purchase Agreements and advise the Electricity Generation and Markets Manager on the status of operation. </div>

vi) To monitor generation licensees’ performance and compliance with the Act. </div>

vii) To collect regular reporting of generation data from utilities. </div>

viii) To participate in reviewing of application for generation licenses and to carry out assessments, and other activities necessary for licence applications.</div>

xiii) To ensure compliance of the parties to the Standardized Power Purchase Agreements and advise the Electricity Generation Manager on the status of operation. xiv) To participate in dispute resolutions of various customers’ complaints. </div>

xv) To participate in pre licensing inspection of electrical facilities undertaken by the Directorate. </div>

xvi) To provide support for the coordination and preparation of the Annual Directorate report and Annual Sector report.  xvii) To effectively supervise and guide staff member(s) reporting to the job position. </div>

xviii) To undertake any other duties as assigned by the Electricity Generation Manager or his/her superiors.  </div>

<u><b>d) Minimum Academic Qualifications and Experience </b></u></div>

The ideal candidate for this position should have the following qualifications and experience; i) University Degree in Electrical Engineering or any other related field with sufficient experience in Electricity Supply Industry. </div>

 ii) Possession of Master degree qualifications in the fields mentioned above or others, such as Business Administration. iii) Must be registered with Engineers Registration Board (ERB) as a Professional Engineer. iv) Knowledge and Competence in Information and Communications Technology (ICT) application. v) Possession of at least six (6) years’ work experience in relevant fields.  </div>
