Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) through CDC/PEPFAR, Immunization and Vaccine Development Program (IVD) and Global Fund Grants, are looking for enthusiastic, creative and energetic individuals whom will work under contractual agreement to fill the following vacant positions:-


INFORMATION COMMUNICATION AND TECHNOLOGY UNIT

Job Title: ICT Officer (Systems Developer) – 7 Positions

Location: Regional Referral Hospitals

Reporting To: Director of Information Communication and Technology Unit Background

The Systems Developer will be part of a team responsible for the development and maintenance of ICT systems and services that support the Ministry. This will be involving in all phases of the development of new services, maintenance of current systems, changes and system upgrades, using requisite functional and technical expertise in a timely and cost effective manner. Tasks should be contribute significantly to third-tier support processes, resolving problems, documenting root causes and improving service levels.

Desired skills.

i. Demonstrated analytical and critical thinking abilities

ii. Excellent understanding and experience on complex problem solving.

iii. Discussing the client’s requirements and the proposed solution with a senior developer (for developers at mid-skill level and below)

iv. Using development tools to write and test code to develop these solutions

v. Writing documentation and operating manuals

vi. Testing and modifying systems to ensure that they operate reliably

vii. Effective user support and training

viii. Quick responding to client’s feedback

ix. Advise client’s about performing maintenance of software system

x. Immediate fault finding, diagnosing and fixing bugs

xi. Compile timely, comprehensive and accurate documentation

xii. Possess strong problem solving and decision making skills

xiii. Ability to learn new languages and technologies.

 Experience and Qualifications:

Bachelor’s Degree in computer Science, ICT, Software Engineering/Development or associate equivalent.

i. Demonstrated knowledge on web programming with Java, JavaScript and Python.

ii. Demonstrated knowledge of at least two of the DBMS such as Oracle,

iii. Strong knowledge on working with SQL.

iv. Solid understating on spring framework Django & NodeJs with ORM systems.

vii. Knowledge on version control tools i.e. Git.

viii. Familiarity with front-end technologies and JavaScript frameworks such as Angular JS, Angular and Vue is desirable.MySQL (Compulsory), PostgreSQL (Compulsory), MS SQL etc. technologies such as Hibernate.

v. Knowledge on web Services (REST and SOAP) is a preferred advantage

vi. Knowledge on maven, gradle and any other java applications building

ix. Understanding of Agile software development methodologies.

x. Age limit: 50 years.

 Terms of Employment: Two years and six months (30) Contract (Renewable based on Performance and availability of funds).

vii. Certificates from Foreign Universities should be verified by The Tanzania Commission for Universities (TCU).

ix. Presentation of forged certificates and other information will necessitate to legal action.
