ACHIEVE will begin activities in Tanzania in October 2020.</p><p><b><u>Position Summary</u></b></p><p>The Social Welfare Workforce Coach, reporting to the Social Welfare Workforce Advisor, and located in Dodoma or other priority region in Tanzania, will support the project’s efforts to ensure a skilled social services workforce and active, capable community structures for delivering health and HIV, social, and protection services for most vulnerable children and families.</p><p><b><u>Key responsibilities</u></b></p><p></p><ul style="text-align: left;"><li>The key duties and responsibilities for the Social Welfare Workforce Coach are to</li><li>Provide technical support in social welfare workforce planning and capacity development, including the provision of technical assistance, training, coaching, and mentoring at national, regional, and council levels.</li><li>Directly support social service supervision for MVC service delivery through coaching and mentoring of government social welfare officers and social services cadres.</li><li>Support with the project’s technical assistance to PO-RALG, MoHCDGEC/DSW, and other project stakeholders to plan and implement activities related to social services workforce strengthening.</li><li>Participate in the project’s technical assistance to PO-RALG to strengthen the social welfare supervision system, by supporting the development and implementation of a Supervision Framework and related tools, guidelines, and other resources.</li><li>Provide technical assistance to MoHCDGEC/DSW and PO-RALG related to the transition of CCWs into the community-based health program (CBHP), in line with the government’s National Community Based Healthcare Policy and the CBHP operational guide.</li><li>Support the development and implementation of an approach for advocacy related to the social welfare workforce, including leading the engagement of professional associations, education institutions, and government entities.</li><li>Identify and pursue opportunities for strengthening the coordination and capacities of community structures (MACs, VAWC-PCs, PLHIV clusters) at council, ward, and village levels through improved supervision, clarification of roles and responsibilities, and advocacy for budget support.</li><li>Any other duties as assigned.</li></ul><p></p><p><br /></p><p><b><u>Basic Requirements</u></b></p><p></p><ul style="text-align: left;"><li>Degree in human resources management, public health, public administration, social welfare, business administration, or a related field.</li><li>Minimum of 5 years of experience working in the social welfare/social services sector in Tanzania, including prior experience with supervision of social welfare cadres.</li><li>Prior experience working in programming targeting vulnerable children and their families, with preference for USAID/PEPFAR-funded OVC programming.</li><li>Demonstrated experience designing and implementing social welfare system strengthening interventions in the HR field such as HR needs assessment; development of regulatory frameworks, strategic and operational plans, technical guidelines, tools, training materials, including e- learning materials; training, mentoring, or other capacity development activities; advocacy; stakeholder coordination; monitoring and evaluation; sustainability frameworks; and/or quality assurance of services.</li><li>Understanding of the Tanzania Health Sector HIV/AIDS epidemic response strategies.</li><li>Experience strengthening the capacity of Tanzania GOT counterparts.</li><li>Strong skills, experience, and commitment to coaching and mentoring to improve performance.</li><li>Strong written and oral communication, facilitation, and interpersonal skills. This expertise is combined in Pact’s unique integrated approach, which focuses on systemic changes needed to improve people’s lives.</p><p><br /></p><p><b><span style="font-size: medium;">Project Overview</span></b></p><p>ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70 of funding to local partners.</p><p>ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE will begin activities in Tanzania in October 2020.</p><p><br /></p><p><b><span style="font-size: large;">Position Summary</span></b></p><p>The Systems Strengthening Project Officer, reporting to the Systems Strengthening Technical Director, and located in Dodoma, Tanzania, will support the project’s first Strategic Objective, related to strengthening the social services workforce, social welfare planning and budgeting systems, and other OVC-focused systems, structures, and tools. The Systems Strengthening Project Officer will also work with the Systems Strengthening Team to ensure that the project’s systems strengthening activities successfully link to, and support, the achievement of the project’s other objectives</p><p><br /></p><p><b><u>Key responsibilities</u></b></p><p></p><ul style="text-align: left;"><li>Coordinate and provide a range of technical, programmatic and administrative support to the Systems Strengthening team to ensure achievement of results under SO1.</li><li>Identify key systems strengthening gaps and provide direct technical inputs in line with background expertise and project needs, as guided by the TD-SS and/or Senior Advisors.</li><li>Support the engagement of local and/or international consultants or short-term TA as needed to meet specific project objectives.</li><li>Support the technical team in planning, organizing, facilitating, and documenting planned consultative workshops, meetings, trainings, and learning forums with government partners and other stakeholders.</li><li>Support development, dissemination and implementation of key project systems and tools, including SW supervision framework, NICMS, CCSWOP, etc.</li><li>Lead support for ward readiness assessments and action plan development and implementation.</li><li>Facilitate the documentation of system strengthening activities.</li><li>Lead or support development of scheduled reports, work plans, budgets, technical briefs or other deliverables as assigned to support the completion of all requirements related to the Systems Strengthening objective.</li><li>Participate in cross cutting activities that serve to enhance the overall project implementation.</li><li>Collaborate with Government of Tanzania partners, including PORALG, MoHCDGEC, and others, as well as other stakeholders on systems strengthening.</li><li>Coordinate with other ACHIEVE/Tanzania teams, Pact/Tanzania, and ACHIEVE HQ staff in the successful programmatic and technical implementation of the Systems Strengthening component of the project.</li></ul><p></p><p><b><u>Basic Requirements</u></b></p><p></p><ul style="text-align: left;"><li>Advanced degree (Masters or higher) in a relevant field such as public health, social work, etc.</li><li>At least 5 years of technical experience with one or more of the following social welfare workforce strengthening; design and/or implementation of integrated case management systems focused on children or adolescents; and social welfare planning and budgeting.</li><li>Strong understanding of interventions in social welfare and protection system strengthening and capacity development of Government entities at all levels.</li><li>Demonstrated experience in the design and implementation of training curricula.</li><li> Knowledgeable about adult learning methodologies and principles.</li><li>Demonstrated experience in cultivating and sustaining working relationships with government, particularly PO-RALG and/or Department of Social Welfare.</li><li>Strong written and oral communication, facilitation, and interpersonal skills. inclusion and economic empowerment in the rural areas. </div> <div style="font-family: '';"> <br /></div> <b><span style="color: blue;"><u>SENIOR MONITORING AND EVALUATION OFFICER – 2 Vacancies (1 Dodoma, 1 Mwanza)</u></span></b> The successful candidate will report to the Zonal Manager.  He/she will be responsible for advising on monitoring and evaluation activities related to bank’s projects.<br /> <br /> <b><u>Key Responsibilities  </u></b><br />  Visit project sites and submit call reports periodically;<br />  Ensure the receipt and review of periodical statements of balance sheet, profit and loss, inventory, receivables, etc. from the borrower as stipulated in the credit memo;<br />  Ensure that clients submit periodic reports on physical progress as well as financial status of project under implementation;<br />  Ensure that clients submit periodic reports on production, sales, finance and investment for operating projects;<br />  Submit progress reports for projects under implementation and operating projects to the Credit Committee as required;<br />  Maintain an ongoing review of credit facilities outstanding and give an early warning signals;<br />  Ensure that loans extended to the bank’s clients are repaid and advise the best ways to deal with defaulters;<br />  Set and implement a project impact evaluation framework in line with the bank’s development mandate;<br />  Perform remedial management of non-performing assets and where necessary institute appropriate recovery measures;<br /> Assist in preparation of plans and budgets for the zone;<br />  Perform any other duties assigned by the Supervisor from time to time.<br /> <br /> <b><u>Qualifications, Knowledge and Experience: </u></b><br />  University Degree in Economics, Business Administration, Agricultural Economics, Finance, Accounts, Banking or related discipline;<br />  Minimum of 3 years’ experience in credit assessment and/or relationship banking at Officer level;<br />  Strong computer based analytic skills.<br />  Strong written and communication skills with ability to write reports in a concise and focused style;<br />  Good communication and
