 Purpose of the consultancy: To do an external, independent evaluation of the project Emergency Relief to the affected IDP’s in the Kunduz city, Afghanistan, implemented by ORD (local partner) with the support of Danish People’s Aid (DPA, the Danish partner). In November 2019, ORD and DPA began the implementation of the project mentioned above with the overall objective of contributing to saving lives and to increase the coping capacity of vulnerable populations affected by clashes between the Taleban and the Afghan Security Forces in Kunduz city of Afghanistan by May, 2020. The project’s immediate objectives are: Protecting IDPs in precarious situations affected by conflicts between non-governmental Armed Groups NAGs and Afghan Security Forces ASF.  The most vulnerable IDPs sustains their basic living conditions by receiving cash assistance.  · 738 most vulnerable households received a Multi-Purpose Cash (MPC) Assistance Package based on the Survival Minimum Expenditure Basket (SMEB) during two months are thus enable to address basic needs. · Establishment of 15 IDP committees in order to help in identification, selection of vulnerable IDP committees and cash distribution for the conflict affected IDP’s. The project ends by the 20 of May 2020, and the project partners therefore wish to undertake an external evaluation.  The evaluation report must be finalized before the 10 of June 2020. Background documents: The consultant will receive the following background documents: · Project proposal · Grant agreement and conditions letter from CISU · Implementation guidelines from CISU · Access to project relevant documents from ORD · Other documentation relating to project activities The consultant is expected to engage with some of the intended beneficiaries to establish impact of the project activities through interviews in Kunduz, Afghanistan. The consultant should produce an evaluation report in English with a length of 12-14 pages (excluding annexures).  The Report will be posted on the DPA and the donor’s websites, and therefore all beneficiaries must be anonymous in the report.  Criteria for Evaluation: The evaluation should be based on the Principles for Evaluation of Development Assistance as set out by OECD’s Development Assistance Committee (DAC) and the CHS on quality and accountability summarized below: To what extent are the objectives of the project still valid? Are the activities and outputs of the project consistent with the overall objective and the attainment of its objectives? Are the activities and outputs of the project consistent with the intended impacts and effects? To what extent were the objectives achieved / are likely to be achieved? What were the major factors influencing the achievement or non-achievement of the objectives? Were activities cost-efficient? Were objectives achieved on time? Was the project implemented in the most efficient way compared to alternatives? What has happened as a result of the project? What real difference has the activity made to the beneficiaries? How many people have been affected? Description 
Programme Officer Monitoring and Evaluation: will be responsible for developing, updating and implementing the learning, monitoring and evaluation system throughout TGNP; to facilitate the build-up of sustainable capacity in the feminist ideology and specific technical skills for activism and movement building and policy research and analysis through knowledge transfer, coaching and mentoring by the founding generation/s to the succeeding generations and youth among the TGNP membership and staff. 
 
A. Specific Responsibilities 
i) Designing and implementing a monitoring and evaluation plan including design of data collection tools, training of users in the use of the tools, 
ii) Facilitating the planning, coordination of programme/project activities, implementation of monitoring and evaluation (M&E) activities including setting up/updating monitoring and evaluation systems 
iii) Review the performance indicators and reports produced by different stakeholders and suggest necessary changes; 
iv) Identifying priority quantitative data gaps in TGNP programme plans and operations and define key variables to be tracked in monitoring, evaluation and reporting to enhance TGNP ability to produce evidence based reporting on results achieved, 
v) Capturing data collected into appropriate data bases, store, process and generate monitoring evaluation and reporting outputs, 
vi) Producing regular reports on M&E plan and budget implementation 
vii) Planning, coordinating and participate in the strategic planning processes and specifically play an active role in the development of strategic programme frameworks (annually, three, five and beyond 
viii) Facilitating internal and external project evaluations and reporting on outcomes of such evaluation. 
 
B. Key qualifications and Experience 
A minimum of Master’s degree in Social Sciences or equivalent and four (4) years of working experience in a relevant field years’ minimum working experience. Strong experience in monitoring and evaluation of complex social change processes, both qualitative and quantitative aspects is added advantage. 
 
Job Key Competencies: 
i) Strong experience with data collection, management, analysis and report production, 
ii) Thorough proficiency in data analysis using statistical software packages such as SPSS and other packages, 
iii) Strong writing skills to prepare reports and presentation ability, 
iv) Effective Public Relations, strong interpersonal and good speaking skills, 
v) Proven ability to work effectively in a team environment with both programme and non-programme staff, 
vi) Knowledge of NGOs work and understanding of feminism/gender and development will be an added advantage,

To deliver this programme, a Programme Delivery Team will be created in State House to coordinate implementation across multiple beneficiary institutions. It will be led by a Coordinator and staffed by two officers:- Planning and Finance Officer and a Monitoring and Evaluation Officer.</div>

JOB TITLE: PROGRAMME MONITORING AND EVALUATION OFFICER

JOB DESCRIPTION/ DUTIES AND RESPONSIBILITIES 
a. The Monitoring and Evaluation (M&E) Officer is expected to work with programme beneficiaries to prepare appropriate M&E plans for all activities under the programme, and for the programme as a whole. 
b. He/she will be responsible for technical preparation of baselines, pre- and post-activity assessments, log-frames and associated data to inform the theory of change. 
c. He/she will be expected to pro-actively seek beneficiary feedback including directly from outside of the government where necessary. 
d. He/she will also work closely with M&E departments and officers in the beneficiary institutions, and make recommendations for enhancing their capacity through the programme. 
e. He/she will prepare information into an agreed format for regular performance reporting to both State House and Donor parties (DFID). 
 
QUALIFICATIONS AND EXPERIENCE 
a. The successful applicant is expected to be a serving government employee with a MA/MSc degree and at least 5 years of relevant experience. 
b. The position demands a strong set of monitoring and evaluation skills 
c. The successful applicant will demonstrate experience in the following competencies: 
· Survey design, data collection, and data analysis 
· Formal evaluation 
· Key Performance Indicator and results matrix design 
· Team-building and capacity-building 
d. Experience of working with international organisations and/or international donors is desirable, and the successful applicant will have excellent command of written and spoken English as well as Kiswahili.

b. The salary scale for this job is expected to be between TZS 4-6m/- per month, funded by international partners. This is inclusive of all additional allowances (such as housing and travel).
