 USAID Tusome Pamoja is a five-year, sector support program targeting better learning outcomes (focused on reading, writing and mathematics) at pre-primary and primary early grades (standards 1 through 4), in 31 Local Government Authorities of Mainland Tanzania across four regions of Tanzania – Iringa, Morogoro, Mtwara and Ruvuma - and 11 districts of Zanzibar. The goal of the program is to achieve age-appropriate, curriculum defined levels of reading and writing at standards 2 and 4 for at least 75% of classrooms in the target areas. An additional objective of the program is to develop, implement and demonstrate best approaches to strengthen the quality of education in the target regions for replication consideration in other regions. In support of this national activity, the Government of Tanzania, represented by the President’s Office – Regional Administration and Local Government (PO-RALG) has requested long-term technical assistance (LTTA) in order to scale-up the existing national school management tool- the School Information Systems (SIS)- incorporating it into all regions in Tanzania. The nationwide utilization of SIS will support the strengthening of institutional, technical and system capacities and will provide a robust pool of school performance data which can be used to better facilitate evidence-based decision and policy making. The EMIS Specialist will be responsible for overseeing the planning and delivery of SIS related project operations and all SIS related technical activities, ensuring that project staff collaborate effectively with government counterparts. S/he will be based in Dodoma with travel to Regional Secretariats (RS) and Local Government Authorities (LGA). Essential Duties:

Description 
 
Job Purpose/Objective 
 
The Field Coordinator shall be responsible for supporting, coordinating and supervising the implementation of the IRC programs for Kibondo Field Office.  Additionally, the FC will support implementation of IRC Strategy Action Plan in the Tanzania. The FC will also contribute towards grant management and reporting. The FC will be responsible for direct supervision of Human Resources, Administration, Supply Chain and Finance departments. He/she will have dotted line management with Program sectors. The FC will oversee day to day management of Staff Safety and security during all phases of field operations. The FC will from time to time represent the IRC Kibondo Field Office in various coordination forums. The FC reports to the Country Director and will be responsible for the following: 
 
Key Responsibilities  
 
Program Management: 
Grant management 
Ensure quality and timely implementation of grants by staff with specific focus to the program support sections of each respective grant; 
Oversee the development of detailed project work plans for all programs and program support functions; 
Oversee all budget expenditures in the IRC Kibondo Field site operation and ensure they are allowable and allocable according to IRC and donor regulations. 
Ensure accurate budget spending and tracking by program managers and program support functions; 
Lead the field team in the Review of Monthly Budget vs. Actual reports with program staff, make recommendations on the basis of these and ensure that appropriate action is taken in a timely fashion. 
 
New Program Development 
Identify new program possibilities in collaboration with field- and Dar Es –Salaam based staff, specifically the Country Director, Deputy Director Programs and the Technical Coordinators; 
Oversee development of new proposals by program staff as required 
Oversee budget development at field level 
 Monitoring & Evaluation 
Ensure appropriate M&E activities are carried out regularly by program staff in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program (re-)design); 
Support in Identifying gaps in M&E systems and make recommendations for improvements 
 
Strategic Planning 
Support the integration of program activities to create coherent, quality and complimentary programming; Specific focus to ensure strong integration of program support functions with direct program related activities 
Participate in workshops at field level to establish and monitor annual operating plans for the strategic plan; 
Ensure that all project activities are consistent with established best practices and IRC's SAP; 
Actively work with various sectors in the implementation of SAP. 
 Field Operational Management: 
 Security 
Monitor the security situation in Kibondo/ its environs and ensure the SMT staff are continually updated and informed of developments with implications for staff safety and for program implementation; 
Oversee revision of the IRC Tanzania Security Manual as it pertains to Kibondo and its environs 
Responsible at field level staff evacuations. 
 
Human Resources/Administration 
Ensure that all performance evaluations for all staff are conducted on time, and review all evaluations to ensure quality and consistency; 
Support in Identifying training needs for program support staff members and make appropriate recommendations to the DDP, and CD; 
Ensure that administrative matters of the field office are carried out in accordance with IRC HR and administration policies; 
Ensure that all IRC staff at the Field level are in compliance with the IRCWAY Policy and other relevant policies pertaining to staff conduct. 
 
Supply Chain 
Oversee the carrying out of supply chain support operations by IRC Kibondo Field Office supply chain staff, including procurement (both local and through Dar Es Salaam), stock management, asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment); 
Ensure compliance with IRC and donor supply chain policies. 
 
Finance 
Oversee the financial management of field office operations by the Program Managers, and the Finance staff, including cash management, issuing and tracking advances, ensuring complete and correct use of all finance forms; timely notice to Dar Es Salaam of cash transfer needs; 
Ensure compliance with IRC and donor finance policies. 
 Representation / Communications 
Represent IRC in dealings with local authorities (administrative, sectoral and security officials), fellow NGOs and other stakeholders; 
Represent IRC at Kasulu field office level in advocacy 
Coordinate IRC program activities with relevant officials and other humanitarian agencies; 
Liaise closely with IRC’s partner agencies in Kibondo and as relevant within Kigoma region, both international and national NGOs. 
 Key Result Areas 
Strategic Leadership in effective program design and implementation, grant compliance 
Effective representation of the IRC in key forums (GoT, Partners, stake holder, donor) articulating IRC programming, country strategies and seeking to strengthen coordination/partnerships. 
Optimal and effective resource utilization in the overall IRC operations through implementation approaches in both programming and operationsContribute towards development of the IRC policies, procedures and ensure adherence and compliance by all Kibondo Field Office staff. 
 
 
 
Required Qualifications: 
Graduate degree in Development Studies, International Relations or similar OR relevant technical qualification (Health, Nutrition, Gender etc) preferred. 
Masters in management fields is an added advantage 
At least 5 years of experience of implementing multi-sectoral humanitarian relief or development projects in Africa or similar context preferred. 
 Required Experience & Competencies: 
Experience working in complex emergency settings implementing and managing Primary Health, GBV, programs in emergency or refugee settings. 
Knowledge of and experience in working with and coordinating with international and national partner organizations. 
Experience managing UNHCR,BPRM, UNICEF, ECHO, funded projects an added advantage 
Excellent written and oral communication skills 
Budget development,  and strong budget management experience 
Excellent organizational skills with demonstrated ability to manage large amounts of information and prioritize work 
Good security management skills preferred. 
Good working knowledge of communications systems (satellite communications, VHF and HF radio) preferred.

USAID Boresha Afya Project is the 5 years USAID funded project which will work towards supporting the Government of Tanzania through health system to provide integrated HIV, TB, Family Planning, Malaria and Maternal, Newborn, and Child Health (MNCH) and adolescent health services at facility and community level in the Lake/Western regions and National technical assistance. We seek to recruit two Laboratory Technical Officers who will work with Boresha Afya Project team to strengthen laboratory systems and services in the targeted regions with the aim of supporting and improving the quality of malaria diagnosis and ensure that laboratories provides quality-assured services needed to fully implement the Boresha Afya Project, focus on improving malaria case management in the Lake and Western zone regions. Provide technical leadership in the design and implementation of field activities related to improving the quality of malaria diagnosis, provide technical support to the team on malaria diagnostic tests including mRDT TA QC and microscopy, work to improve malaria diagnosis and treatment by implementing onsite training and supportive supervision, liase with the NMCP at the region and district levels to ensure the effective execution of supportive supervision in the laboratory, which includes improving the quality of provision of malaria diagnosis via RDT and microscopy, work in close collaboration with the MTA and Clinical TA to plan and carry out interventions in malaria diagnostics and treatment. The Lab Technologists will  be based in Mwanza, Tanzania. Specific duties and responsibilities: Provide technical support on malaria diagnosis to the Boresha Afya Project team, with focus on malaria diagnostics both microscopy and mRDT.Coordinate and facilitate trainings for health staff on mRDT use, microscopy and quality assurance at all levels of the health care provision, including overseeing basic data processing. Promote planning, coordination and implementation of all field activities in the targeted area. Orient and train supervisors on external and internal quality assurance methods to support malaria diagnostics (microscopy and mRDTs). Establish linkages with all relevant stakeholders and other implementing partners and collaborate as necessary to facilitate effective and efficient implementation of Boresha Afya Project activities in the targeted area. Participate in the preparation of annual work plans and regional and district plans. Participate in periodic field (diagnostic, clinical care, and M&E) activities in the region and districts. Assist in development of all stages of project work plans. Meet frequently with regional and district health management teams and assist with annual planning of project activities. Manage project data collection –through use of electronic platforms – for both monitoring and evaluation and for making strategic quality improvements to program operations. Coordinate with the National Malaria Control Program (NMCP) and other stakeholders who are conducting on-site health facility case management supervision. Participate in preparation of quarterly, semiannual and annual reports Participate and represent project in meetings with RHMT/CHMT, NMCP, partners etc. Participates in conducting assessments, and in the design, training, testing, implementation, monitoring and evaluation of laboratory and point-of-care diagnostic services and systems. Participates in stakeholder technical working groups and meetings that continuously advocate for evidence-based standardization and harmonization of laboratory tests, methods and equipment within the regions. Provide frequent updates – both written and oral to Malaria Technical advisor.      Required Experience Laboratory Scientist or Laboratory Technologist or relevant qualification, with at least five (5) years post-qualification experience working in a laboratory setting. Understanding of the Essential Package of Health Services and the laboratory services needed at each level of the health system to facilitate implementation of malaria diagnosis package. Program management experience in an added advantage. Knowledge of health care delivery systems and structures in Tanzania. Knowledge and experience of implementing appropriate and emerging technologies, including rapid and point of care tests for diagnosing and managing malaria. Familiarity with and experience in implementing comprehensive laboratory systems and services, including quality assurance and accreditation systems.  Position Purpose The Sr. Country Representative coordinates, manages and increases visibility and funding for Pathfinder International programs in Tanzania.  S/he prominently positions PI as a leader in the field of Sexual and Reproductive Health and Rights and as a successful partner in the development and cost effective implementation of bilateral, foundation and privately funded programs. The Sr. Country Representative works closely with Pathfinder International’s in-country and Headquarters staff to conceptualize and plan program development activities, diversify funding resources, and build on country and international best practices. The Sr. Country Representative also provides strategic leadership and managerial oversight of the administrative, programmatic, technical, financial and operational aspects of Pathfinder International’s Tanzania Program.  S/he ensures that program objectives are met, all activities are responsive to the needs of the host country, and the program continues to advance and play a key role in contributing to Pathfinder International’s development within Tanzania. Pathfinder International’s Tanzania program activities, in 7 regions of Mainland Tanzania and in Zanzibar include extensive community and clinical programs for family planning (including post-partum and post-abortion family planning), maternal and newborn health programs, population, health, and environment programs, prevention of sexual and gender-based violence, and advocacy programs to establish the centrality of family planning in enabling Tanzania to harness the demographic dividend. Key Responsibilities Organizational Representation Serve as the primary representative for Pathfinder International on all matters related to the Country Program.  Meet regularly with donors, partners, local Government agencies, and other key stakeholders to share progress, accomplishments, and challenges. Be a vigilant voice for justice for reproductive rights and health. Work to remove policy impediments in reproductive health and rights and to foster and forge improvements. Use Pathfinder’s Strategic Plan to guide the development of country-specific strategies, create a timeline to implement strategy; contribute to organizational strategic goals, and continuously evaluate country level progress for achieving organizational strategic goals. Provide periodic updates to the Pathfinder staff worldwide on the progress made, technical direction, approaches, challenges, successes, and lessons learned in managing the country Program. In all matters,  develop and foster a strong partner relationship with Headquarters to build a unified organization working in concert to achieve organizational goals Strategy Leads the development and execution of an integrated country strategy. Use a participatory approach to developing and updating the Country strategic plan, ensuring that programmatic directions are technically sound, evidence-based and consistent with Pathfinder’s country priorities.Ensure local organizations are developed and strengthened to become successful, sustainable bodies to promote RH/FP in their respective communities and countries. Administration Implement administrative and financial operations of the country program, ensuring compliance and ethical standards, corporate philosophy, local laws and with Pathfinder International’s policy and contract provisions. Develop management policies and procedures to ensure efficiency, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations. Contract and manage local individuals/organizations for identified tasks according to donor and Pathfinder International procedures.  Negotiate consultancy agreements, provide training and/or develop capacity of local partners in mandated program areas. Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the Country team.  Monitor the security situation and provide leadership for staff in emergencies. Protect the organization’s resources and assets and ensure that they are used efficiently in furtherance of PI mission and programs. Human Resources Management Build a culture and a work environment where every employee regardless of role/title feels s/he contributes to the larger purpose of reproductive health and rights. Build a high performing team  focusing  resources on employee retention, professional development, organizational culture and staff morale. Manage the HR function in the country ensuring Pathfinder policies and standards are maintained. Hire and supervise the HR Manager in the development of local Handbooks, staff morale, customized policies, HR reports, procedures,  systems, maintenance of personnel files and other legally required documentation. Ensure compliance with local labor laws and practice. Select, hire and supervise staff and subcontractors; assign roles and responsibilities, manage performance and monitor the efficiency and effectiveness of the work. Program Management Directs the successful programmatic, technical and financial implementation of the country’s programs and awards including the timely completion of high quality reports, work plans, performance objectives and other mandated deliverables. Monitor the country program  progress and achievements vis a vis the goals and objectives utilizing  tools and methods developed by Pathfinder and in alignment with donor requirements. Undertake travel within the Country as necessary for the development of new projects and monitoring of ongoing Program activities. Partner successfully with PI’s Senior Program Director and Headquarters financial, technical, and program operations backstop officers by providing accurate and timely reporting and updates on the Program progress and difficulties. Contribute to other country programs, provide technical assistance, support and foster cross country collaboration and fertilization. In addition, may provide regional support/oversight to neighboring countries/programs. Serve on the Country Representative Council. Promote and enable in-country staff to travel and assist other countries in service of professional growth and development as well as organizational capacity building. Oversee all subgrantee relationships to ensure that subgrantees are accomplishing programmatic objectives and that both PI and the subgrantees comply with applicable rules and policies. Document technical components of materials and Program achevements for communications materials such as annual reports, brochures, and website updates. Financial Management Develop and prepare the budget and manage expenses within approved budget. Maintain all internal controls and ensure that the controls are operating effectively. Report on financial results. Approve the monthly operating report. Fundraising/Development Maintain close working relationships with the Headquarters Director of Business Development and Director of Foundation Relations to implement regional program development strategies and to diversify funding resources. Gather information/intelligence from the field on future and current funding opportunities and communicate these to Headquarters. Monitor, identify, pursue and negotiate funding opportunities with various donors and partners to expand Pathfinder's in-country activities in close colaboration with New Business  and Resource Development. Maintain an awareness of the programs conducted by other international NGOs including but not limited to RH/FP, MNCH, and HIV/AIDS. Promote Pathfinder International by attending meetings, delivering presentations and cultivating positive, productive relationships with donors, partners, Ministry of Health, and other governmental agencies. Assist with the creation of proposal teams, and lead, manage and/or respond to proposals. Basic Requirements Master’s degree in public health, social sciences or related field. Minimum of 15 years of experience managing mid-large scale donor funded Reproductive Health projects in developing and transitioning countries including operations and financial management experience in developing countries.  Previous experience managing multiple projects, minimum of 3, with project budgets totaling $10 million or more. Demonstrated capabilities in high level strategic visioning and leadership. Proven record of successful fundraising from diverse public and private sources. Strong business development expertise, including proposal writing and negotiation skills. Hands-on experience working effectively with local, regional and central-level government authorities. Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities. Proven experience working with a variety of donors and the diversity of requirements (regulations and administrative procedures) including USAID, multi-laterals, bi-laterals, and U.S. foundations. Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities in the health sector. Direct senior staff supervision experience required. In-depth knowledge of public and/or private health systems and decentralization of services in Reproductive Health. Excellent diplomatic, interpersonal and communication (written and verbal) skills in English. Proven ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U. S. Government Agencies. Demonstrated ability to manage, motivate, mentor and direct all levels of staff while creating a positive team environment. Excellent knowledge of the political, social, economic, and cultural context of working in Tanzania Strong presentation skills including the ability to present results and products to USAID and other key stakeholders. Proven track record in advocating for rights based approaches in reproductive health. Thorough understanding of and ability to analyze finanical documents, projections, expenditures and accruals. Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook. Must be fluent in English and Swahili Position requires up to 25% in-country in-county travel depending upon project needs. Occasional travel to the US Headquarters may be required.
