 To coordinate and monitor agriculture and rural lending activities with a view to maximizing the impact of agricultural growth by working closely with the Ministries and institutions responsible for Agriculture, Regional Administration as well as the numerous players active in this sector; </div>

 To assist the Government in implementing its policies on enhancing financial inclusion and economic empowerment in the rural areas. </div>

<span style="color: blue; font-size: large;"><b><u>SENIOR LEGAL OFFICER – 1 Vacancy, DSM </u></b></span><br />
<b><u>Nature and Scope </u></b><br />
The successful candidate will report to the Head of Legal Services and Board Secretary. He/She will be responsible for preparing, executing and registration of loan documents, statutory registrations and ensuring compliance with the pre-disbursement conditions.<br />
<br />
<b><u>Key Responsibilities </u></b><br />
 Check all legal issues pertaining to loan applications before, during and after approval to ensure the bank’s interests are safeguarded;<br />
 Prepare loan/security documents and ensure prompt registration of the security documents at the relevant registries;<br />
 Investigate statutory registers to determine legal status of loan applicants, securities and borrowing capacities;<br />
 Prepare information and report to the Head of Legal Services and Board Secretary that conditions precedent to disbursement has been fulfilled as per the respective agreement;<br />
 Ensure that borrowers fulfill all terms and conditions in the loan agreements at all times;<br />
 Ensure that borrowers fulfill all statutory requirements (under the Companies Ordinance, Bank of Tanzania regulations/guidelines or any others) at all times;<br />
 Assist in preparation of documents for civil suits/litigation and conduct of court cases for the bank;<br />
 Assist and represent the bank in all legal matters outside the bank and in courts;<br />
 Perform any other related duties as may be assigned by the Supervisor from time to time.<br />
<br />
<b><u>Qualifications, Knowledge and Experience </u></b><br />
 Bachelor Degree in Law (LL.B) from a recognized University/Institution.  <br />
 Must be a Registered Advocate.<br />
 At least three (3) years relevant work experience in a reputable institution.<br />
 Strong written and oral communication skills with ability to prepare legal documents in a concise and focused style.<br />
 Highest degree of integrity, excellent and well developed interpersonal and organizational skills.<br />
 Must be a team player, very self-motivated and able to manage and prioritize work load with minimum supervision. <br />
 Should have computer skills.<br />

The successful candidate will report to the Head of Human Resources and Administration. He/she will be responsible for provision of efficient and effective office administrative services to the bank.<br />

<b><u>Key Responsibilities </u></b><br />
 Carry out and coordinate all general bank’s administrative duties;<br />
 Assist in monitoring and ensuring that administrative and office services expenditure is kept within the approved budget limits;<br />
 Assist in maintenance of up to date inventory of all the banks vehicles, office machines, furniture and other equipment and ensure that all such assets are at all times maintained in proper working condition;<br />
 Ensure office buildings, furniture, fittings and equipments are secure and operate efficiently;<br />
 Work closely with Departmental Heads to ensure adequate services are provided to all staff;<br />
 Assist in allocation, maintenance and alteration of all office buildings and equipment, and ensure a high standard of cleanness and tidiness throughout the office environment; <br />
 Supervise use of all banks' motor vehicles and scrutinize returns on maintenance and fuel;<br />

 Excellent interpersonal skills;<br />
 Must be a team player, very self-motivated and able to work under minimum supervision;<br />

<b>Nature and Scope:</b><br />
The successful candidate will report to the Head of Human Resources and Administration. He/She will be in all matters related to Human Resources Management and Development including recruitment and selection, compensation and benefits, training and development as well as employee relations.<br />

<b><u>Key Responsibilities: </u></b><br />
 Assist in developing Human Resources policies, systems and procedures, including their regular reviews and updates;<br />
 Implement approved bank’s human resource policies and plans;<br />
 Participate in the recruitment, selection, induction and placement of staff;<br />
 Assist in developing and implementing staff training and development programmes;<br />
 Assist in administering the staff performance appraisal system;<br />
 Assist in preparation and review of Job descriptions to ensure all employees have Job Descriptions which accurately reflect their roles;<br />
 Deal with pension matters and maintain pension schemes records for TADB employees including following up of claims;<br />
 Administer payroll and maintaining records relating to staff;<br />
 Interpret and advise on employment legislations;<br />
 Ensure that relevant Human Resources records are kept and updated as required;<br />
 Prepare all Human Resources related returns and reports;<br />
 Perform any other related duties as assigned by the Superior from time to time.<br />

 Strong written and oral communication skills with ability to write documentation in a concise and focused style;<br />

<b><u>Nature and Scope: </u></b><br />
The successful candidate will report to the Research and Advisory Manager.  He/She will be responsible for coordinating and carrying out studies aimed at enriching the bank’s knowledge and information base to facilitate implementation of its vision, mission and objectives.<br />

 Conduct research in order to identify financing gaps for product  innovation across the agriculture value chains;<br />

 Create a well-established network and maintain a research database of adequate agriculture sector information to facilitate informed decisions;<br />
 Design appropriate curriculum and conduct capacity building programmes for lending institutions and smallholder farmer organizations;<br />
 Coordinate strategic partners engaged with youth development fund mobilization for financing youths agricultural-related enterprises;<br />

<b><u>Key Responsibilities  </u></b><br />
 Visit project sites and submit call reports periodically;<br />
 Ensure the receipt and review of periodical statements of balance sheet, profit and loss, inventory, receivables, etc. from the borrower as stipulated in the credit memo;<br />
 Ensure that clients submit periodic reports on physical progress as well as financial status of project under implementation;<br />
 Ensure that clients submit periodic reports on production, sales, finance and investment for operating projects;<br />
 Submit progress reports for projects under implementation and operating projects to the Credit Committee as required;<br />
 Maintain an ongoing review of credit facilities outstanding and give an early warning signals;<br />
 Ensure that loans extended to the bank’s clients are repaid and advise the best ways to deal with defaulters;<br />
 Set and implement a project impact evaluation framework in line with the bank’s development mandate;<br />
 Perform remedial management of non-performing assets and where necessary institute appropriate recovery measures;<br />
Assist in preparation of plans and budgets for the zone;<br />
 Perform any other duties assigned by the Supervisor from time to time.<br />
