<b><u>Title : Program Officer-Public Works Program (PWP)</u></b><br />
Appointing Authority : TASAF Management Unit<br />
Reporting Relationship : Reports to the Public works Program Manager<br />
<br />
<b><u>BASIC FUNCTIONS:</u></b><br />
To assist the Public Works Program Manager to implement public works program<br />
activities in the department.<br />
<br />
<u><b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b></u><br />
She/He shall:<br />
a) Maintain database for public works interventions;<br />
b) Supervise preparation of multi year plans by PAAs to guarantee predictability of<br />
transfers for the targeted beneficiaries.<br />
c) Provide technical support for implementation of PW interventions and ensure<br />
availability of required training materials and support.<br />
d) Follow up of compliance to PW implementation benchmarks by PAAs.<br />
e) Participate in the preparation of guidelines for implementation of PWP<br />
interventions;<br />
f) Participate in identifying new areas of interventions available that are outside<br />
PWP Technical Manaul and prepare required guidelines;<br />
g) Identify communication gaps that require IEC interventions;<br />
h) Identify existing capacity enhancement opportunities outside of TASAF that can<br />
be capitalized upon for resource optimization for public works program activities;<br />
i) Review PAAs capacity enhancement plans and budgets submitted for TASAF<br />
funding;<br />
j) Facilitate provision of technical support on public works program enhancement to<br />
PAAs, groups and individual<br />
k) Verify public works program applications reviewed by TASAF Monitoring Officers;<br />
l) Prepare public works program application batches;<br />
m) Participate in the preparation of departmental annual implementation plan,<br />
budgets and progress reports on public works program activities.<br />
n) Perform any other duties as assigned by the Public Works Program Manager<br />
<br />
<b><u>QUALIFIKATIONS</u></b><br />
a) A first Degree or equivalent qualification in Civil/Agricultural/Irrigation<br />
Engineering, Land Use Planning, Forestry or any other related field from a<br />
recognized university.<br />
b) At least five (5) years’ experience in relevant field in Public and / or Private<br />
Sectors.<br />
c) Must be computer literate;<br />
d) Good communication and interpersonal skills.<br />
e) Ability to supervise, train and coach staff in relevant skills.<br />
f) Self-motivated with integrity and high level of confidentiality.<br />
g) Experience in planning and implementing labour intensive works will be an<br />
added advantage.<br />
<br />
<b><u>KEY PERFORMANCE MEASURES:</u></b><br />
a) Existence of updated and operational public works data base.<br />
b) Public works applications are processed within agreed benchmark.<br />
c) Existence of updated multi year plans for public works.<br />
d) Number of PW applications funded and completed.<br />
e) Existence of timely prepared monthly implementation progress reports.<br />

<b>BASIC FUNCTION:</b><br />
To manage the implementation of the safeguard policy frameworks as specified in the<br />
Financing Agreement and Operational Manual.<br />
<br />
<b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b><br />
She/He shall:<br />
a) Ensure that implementation of subprojects complies to triggered safeguard<br />
policy frameworks;<br />
b) Assess and compile capacity building requirements for effective<br />
implementation of safeguard policy frameworks by PAAs and communities;<br />
c) Ensure availability of safeguards training materials;<br />
d) Ensure provision of technical support to PAAs on the compliance of safeguard<br />
policy frameworks.<br />
e) Responsible for managing the database for safeguards;<br />
f) Receive and review safeguard implementation reports submitted by PAAs;<br />
g) Ensure verification of compliance with safeguard policy frameworks;<br />
h) Coordinate and facilitate identification of existing capacity enhancement<br />
opportunities outside of TASAF that can be capitalized upon for resource<br />
optimization for safeguard policy frameworks;<br />
a) Prepare and compile unit annual implementation plan and budgets;<br />
b) Prepare monthly, quarterly and yearly implementation progress reports for the<br />
unit;<br />
c) Be a member of the TASAF management team;<br />
d) Perform any other official duties as may be assigned by the Director.<br />
<br />
<b>QUALIFICATIONS:</b><br />
a) Holder of Master’s Degree in Environment, Social Science and Community<br />
Development or any other related field from a recognized university.<br />
b) At least seven (7) years’ experience in relevant field in Public and / or Private<br />
Sectors and managerial experience of at least three (3) years;<br />
c) Must be computer literate.<br />
d) Must have a thorough knowledge and understanding of and experience with<br />
donor funded project.<br />
e) High level of communication and interpersonal skills and ability to work with<br />
people at all levels.<br />
f) Ability to supervise, train and coach staff in relevant skills.<br />
g) Self-motivated with integrity and high level of confidentiality<br />
<br />
<b>KEY PERFORMANCE MEASURES:</b><br />
a) Existence of reports on safeguard policy frameworks training activities.<br />
b) Actions taken on safeguards implementation reports reviewed.<br />

a) Coordinate revision of Research Agenda and Strategy;<br />
b) Coordinate implementation of the Research Program<br />
c) Coordinate the design and revision of guidelines and guides related to research;<br />
d) Coordinate development and revision of research implementation plans;<br />
e) Coordinate preparation and review of research proposals/concepts and designing of<br />
research projects on the basis of priority research areas;<br />
f) Coordinate design and implementation of studies and action research/ trailing;<br />
Coordinate review of requests for studies and research undertaken by Masters and<br />
PhD students;<br />
g) Supervise the organization of forums on sharing studies and research findings with<br />
stakeholders;<br />
h) Ensure documentation of lessons learnt from various studies and research that will<br />
contribute to better management of the Project.<br />
i) Prepare and compile unit annual implementation plan and budgets.<br />
j) Consolidate implementation progress reports in the Unit.<br />
k) Conduct performance appraisals of Research and Development Unit using agreed<br />
upon performance indicators.<br />
l) Be a member of the TASAF Management Team.<br />
m) Perform any other official duties as may be assigned by the Director of Community<br />
Support.<br />

e) Participate in the preparation of unit annual implementation plan and budgets.<br />
f) Participate in the preparation of the Project Implementation Completion Report<br />
(ICR);<br />
g) Participate in documenting implementation challenges for management<br />
decision;<br />
h) Perform any other official duties as assigned by the Monitoring and Evaluation<br />
Specialist;<br />

<b><u>QUALIFICATIONS:</u></b><br />
a) A first Degree or equivalent qualification in Economics, Statistics, Sociology or<br />
any other related field from a recognized university;<br />
b) Skills in Statistical Package for Social Sciences (SPSS) is an added<br />
advantages;<br />
c) Must be computer literate;<br />
d) Good communication and interpersonal skills.<br />

<b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b><br />
She/He shall:<br />
a) Develop and maintain active communication linkage within TASAF Management Unit;<br />
b) Administer condition of services in relation to staff recruitment, staff welfare, discipline,<br />
appraisal systems and human resources duties;<br />
c) Prepare a comprehensive annual work program for Human Resources Department;<br />
d) Ensures adherence to TASAF rules, regulations and procedures at all levels.<br />
e) Coordinate activities leading to negotiations of staff contracts with collaborating institutions<br />
including seeking legal opinion on matters relating to TASAF operations and management<br />
of human resources;<br />
f) Conduct induction activities and organize TMU staff career development in collaboration<br />
with respective directorates and Departments;<br />
g) Maintain and update staff records in the Human Resource Management system;<br />
h) Provide technical support in formulating and developing human resources development<br />
programs;<br />
i) Maintain updated asset inventory register.<br />
j) Manage Physical Resources Management System for all fixed assets of TASAF<br />
k) Assess and compile capacity building requirements of human resources staff at all levels.<br />
l) Conduct performance appraisals of human resources staff using agreed upon<br />
performance indicators.<br />
m) Be a member of the TASAF Management team.<br />
n) Perform any other official duties as may be assigned by the Director of Coordination.<br />
<br />
<b>QUALIFICATION AND EXPERIENCE:</b><br />
a) Holder of Master’s Degree in Human Resources Management, Business Administration,<br />
Sociology or any other related field from a recognized university.<br />
b) At least ten (10) years’ experience in relevant field in Public and / or Private Sectors of<br />
which five (5) years must be at managerial position.<br />
c) Must be computer literate.<br />
d) Must have a thorough knowledge and understanding of and experience with donor<br />
funded project.<br />
e) High level of communication and interpersonal skills and ability to work with people at all<br />
levels. .<br />
f) Ability to supervise, train and coach staff in relevant skills.<br />
g) Self-motivated with integrity and high level of confidentiality.<br />
<br />
<b>KEY PERFORMANCE MEASURES:</b><br />
a) Existence of updated staff and leave records;<br />
b) Existence of updated annual TMU staff training programs;<br />
c) Existence of proper management of fixed assets and office utilities;<br />
d) Existence of secure and conducive working environment;<br />
e) Existence of effective staff performance appraisal system.<br />

c) Manage large amounts of incoming calls and provide accurate, valid and complete<br />
information by using the right methods/tools<br />
d) Identify and assess customers’ needs to achieve satisfaction<br />
e) Answer questions from PSSN beneficiaries and provide guidance and feedback<br />
f) Measure performance with key metrics such as call abandonment, calls waiting etc.<br />
g) Ensure adherence to policies for attendance, established procedures etc.<br />
h) Keep management informed on issues and problems<br />
i) Prepare monthly/annual results and performance reports<br />
j) Build sustainable relationships and trust with customer accounts through open-end<br />
interactive communication<br />
k) Follow communication procedures, guidelines and policies<br />

<b>QUALIFICATIONS:</b><br />
a) Diploma in Customer Care or equivalent qualification.<br />
b) At least two (2) years experience in relevant field<br />
c) Must be computer literate.<br />
d) Good communication and interpersonal skills.<br />
e) Proficient in English and Kiswahili<br />
f) Tech savvy with knowledge of telephone equipment and relevant computer programs<br />
g) Ability to work under pressure<br />

To assist the Transport Officer in all activities related to service and maintenance to<br />
ensure proper running condition of TASAF vehicles.<br />

<b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b><br />
He/she shall:<br />
1. Inspection of all TASAF vehicles as required by TASAF to check out routine, minor or<br />
major repair<br />
2. To carry out the service and repair work in the most professional manner upon<br />
approval by responsible TASAF official in charge of Transport.<br />
4. Advice Transport Officer on proper spares to be procured after consultation with the<br />
official responsible from transport at TASAF and other technical matters related to the<br />
service and repair of TASAF vehicles<br />
5. Test, commission and hand over the repair/maintained vehicles to TASAF officials<br />
responsible for transport in a timely manner.<br />
6. Maintain vehicles in a tidy, presentable state at all times run errands cleared by a<br />
responsible officer.<br />
7. Assist as a driver during the shortage as may be assigned to him /her by the Transport<br />
Officer.<br />
<br />
<b>QUALIFICATIONS:</b><br />
a) Form IV certificate with Certificates in mechanics cum driving or equivalent<br />
qualification from a recognized institution;<br />
b) Fluent in written and spoken English and Kiswahili;<br />
c) At least 5 years’ experience in mechanics cum driver;<br />
d) Must have a valid driving license Class E;<br />
e) Good communication and interpersonal skills;<br />
f) Self-motivated with integrity and high level of confidentiality.<br />

a) Well maintained motor vehicle<br />
b) Properly maintained motor vehicle records;<br />
