The New York Declaration<br />called on UNHCR to develop and initiate the application of the Comprehensive Refugee<br />Response framework (CRRF) in close coordination with relevant states and in collaboration<br />with relevant UN agencies, applying a multi-stakeholder approach. The objectives of<br />implementing the CRRF are to: (i) ease pressure on host countries; (ii) enhance refugee selfreliance;<br />(iii) expand access to third-country solutions; and (iv) support conditions in countries<br />of origin for return in safety and dignity.</div>

The New York Declaration and the CRRF stress the<br />need to engage development actors in a sustainable response for refugees and host<br />communities. The CRRF promotes inclusion of refugees in the delivery of national services,<br />such as education and health, as well as national development plans and programmes,<br />supporting these priorities were possible. The CRRF aims to bring on board partners into the<br />refugee response, including those who have been less involved in refugee response, by<br />mobilising their respective areas of expertise and interest to contribute to a broad-based<br />response. The roll-out of the CRRF requires intensive efforts throughout pilot countries,<br />including consultations with a broad range of internal and external interlocutors at national,<br />regional and district levels – in particular the various government offices which need to be<br />involved as part of the CRRF roll-out.</div>

A joint CRRF<br />National Steering Committee led by the government is setup to coordinate the roll-out of the<br />CRRF, including a mapping exercise and gap analysis among the first steps. This will further<br />inform the priority areas of engagement and indicators for initial progress (first benchmark:<br />end-2017) for the application of the CRRF in Tanzania.</div>

<br />The UNHCR Tanzania operation is also a multi-year planning pilot. UNHCR Tanzania is<br />finalizing a Multi-Year Multi-Partner Protection and Solutions Strategy (2017-2021) for<br />Tanzania. This Strategy (MYMP) has been developed in consultation with key partners, and<br />identifies objectives that incorporate political, economic, social and legal dimensions. The<br />MYMP describes UNHCR’s contribution to the CRRF over the period 2017-2021.</div>

<br /><span style="color: #444444;">Against this background, UNHCR is hiring 2 Senior Information Management Associates</span><br /><span style="color: #444444;">(CRRF) as part of temporary support staff with the dedicated role to support the roll-out of</span><br /><span style="color: #444444;">the CRRF in the Tanzania Operation. The Senior Information Management Associates report</span><br /><span style="color: #444444;">directly to the CRR Officer in Kasulu and Kibondo, and form part of the CRRF/Solutions team</span><br /><span style="color: #444444;">led by the CRRF coordinator in Dar. The Senior Information Management Associates will</span><br /><span style="color: #444444;">benefit from functional guidance from the Programme and Protection Officers, and work</span><br /><span style="color: #444444;">closely with Programme and Protection Units. To assist the Public Works Program Manager to implement public works program<br />
activities in the department.<br />

<u><b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b></u><br />
She/He shall:<br />
a) Maintain database for public works interventions;<br />
b) Supervise preparation of multi year plans by PAAs to guarantee predictability of<br />
transfers for the targeted beneficiaries.<br />
c) Provide technical support for implementation of PW interventions and ensure<br />
availability of required training materials and support.<br />
d) Follow up of compliance to PW implementation benchmarks by PAAs.<br />
e) Participate in the preparation of guidelines for implementation of PWP<br />
interventions;<br />
f) Participate in identifying new areas of interventions available that are outside<br />
PWP Technical Manaul and prepare required guidelines;<br />
g) Identify communication gaps that require IEC interventions;<br />
h) Identify existing capacity enhancement opportunities outside of TASAF that can<br />
be capitalized upon for resource optimization for public works program activities;<br />
i) Review PAAs capacity enhancement plans and budgets submitted for TASAF<br />
funding;<br />
j) Facilitate provision of technical support on public works program enhancement to<br />
PAAs, groups and individual<br />
k) Verify public works program applications reviewed by TASAF Monitoring Officers;<br />
l) Prepare public works program application batches;<br />
m) Participate in the preparation of departmental annual implementation plan,<br />
budgets and progress reports on public works program activities.<br />
n) Perform any other duties as assigned by the Public Works Program Manager<br />
<br />
<b><u>QUALIFIKATIONS</u></b><br />
a) A first Degree or equivalent qualification in Civil/Agricultural/Irrigation<br />
Engineering, Land Use Planning, Forestry or any other related field from a<br />
recognized university.<br />
b) At least five (5) years’ experience in relevant field in Public and / or Private<br />
Sectors.<br />
c) Must be computer literate;<br />
d) Good communication and interpersonal skills.<br />
e) Ability to supervise, train and coach staff in relevant skills.<br />

a) Holder of Master’s Degree in Environment, Social Science and Community<br />
Development or any other related field from a recognized university.<br />
b) At least seven (7) years’ experience in relevant field in Public and / or Private<br />
Sectors and managerial experience of at least three (3) years;<br />
c) Must be computer literate.<br />
d) Must have a thorough knowledge and understanding of and experience with<br />
donor funded project.<br />
e) High level of communication and interpersonal skills and ability to work with<br />
people at all levels.<br />
f) Ability to supervise, train and coach staff in relevant skills.<br />
g) Self-motivated with integrity and high level of confidentiality<br />

<b><u> Title :Research and Development Specialist (R&D-S)</u></b><br />
Appointing Authority : National Steering Committee<br />
Reporting Relationship : Reports to the Monitoring and Evaluation Manager<br />
Staff under His/Her Supervision: Research and Development Officer.<br />
<br />
<b>BASIC FUNCTIONS:</b><br />
To manage implementation of research programs in line with the research agenda as<br />
specified in the Financing Agreement and Operational Manual.<br />
<br />
<b>PRINCIPAL DUTIES AND RESPONSIBILITIES:</b><br />
She/He shall:<br />
a) Coordinate revision of Research Agenda and Strategy;<br />
b) Coordinate implementation of the Research Program<br />
c) Coordinate the design and revision of guidelines and guides related to research;<br />
d) Coordinate development and revision of research implementation plans;<br />
e) Coordinate preparation and review of research proposals/concepts and designing of<br />
research projects on the basis of priority research areas;<br />
f) Coordinate design and implementation of studies and action research/ trailing;<br />
Coordinate review of requests for studies and research undertaken by Masters and<br />
PhD students;<br />
g) Supervise the organization of forums on sharing studies and research findings with<br />
stakeholders;<br />
h) Ensure documentation of lessons learnt from various studies and research that will<br />
contribute to better management of the Project.<br />
i) Prepare and compile unit annual implementation plan and budgets.<br />
j) Consolidate implementation progress reports in the Unit.<br />
k) Conduct performance appraisals of Research and Development Unit using agreed<br />
upon performance indicators.<br />
l) Be a member of the TASAF Management Team.<br />
m) Perform any other official duties as may be assigned by the Director of Community<br />
Support.<br />
<br />
<b>QUALIFICATION AND EXPERIENCE:</b><br />
a) A Master’s Degree in Economics, Social Science, Business, Statistics, or any other<br />
development related field from a recognized university.<br />
b) At least seven (7) years’ experience in relevant field in Public and / or Private<br />
Sectors and managerial experience of at least three (3) years;<br />
c) Experience in the management of social/community development projects<br />
d) Must be computer literate.<br />
e) Should be knowledgeable of integrated qualitative and quantitative approaches to<br />
research projects on poverty;<br />
f) Must have a thorough knowledge and understanding of and experience with donor<br />
funded project.<br />
g) High level of communication and interpersonal skills and ability to work with people<br />
at all levels.<br />
h) Ability to supervise, train and coach staff in relevant skills.<br />
i) Self-motivated with integrity and high level of confidentiality.<br />

<b>KEY PERFORMANCE MEASURES:</b><br />
a) Existence of revised Research Agenda and Strategy;<br />
b) Number of research guidelines and guides prepared and revised;<br />
c) Existence of implementation progress reports on research and development;<br />
d) Number of research proposals and concepts reviewed.<br />
e) Shared reports on studies and research findings with stakeholders.<br />

<b><u>BASIC FUNCTIONS:</u></b><br />
To assist the Monitoring and Evaluation Specialist to implement monitoring and evaluation<br />
activities.<br />
<br />
<b><u>PRINCIPAL DUTIES AND RESPONSIBILITIES:</u></b><br />
She/He shall:<br />
a) Participate in data collection and arrangement in a way that will be easily<br />
interpreted and analised for making recomendations.<br />
b) tracking set control measures of the operations to ensure timely project<br />
implementation;<br />
c) Compare the quantity, quality of change and levels of implementation at PAAs<br />
over time;<br />
d) Participate in documenting good practices for effective implementation of the<br />
Project;<br />
e) Participate in the preparation of unit annual implementation plan and budgets.<br />
f) Participate in the preparation of the Project Implementation Completion Report<br />
(ICR);<br />
g) Participate in documenting implementation challenges for management<br />
decision;<br />
h) Perform any other official duties as assigned by the Monitoring and Evaluation<br />
Specialist;<br />
<br />
<b><u>QUALIFICATIONS:</u></b><br />
a) A first Degree or equivalent qualification in Economics, Statistics, Sociology or<br />
any other related field from a recognized university;<br />
b) Skills in Statistical Package for Social Sciences (SPSS) is an added<br />
advantages;<br />
c) Must be computer literate;<br />
d) Good communication and interpersonal skills.<br />
e) Self motivated with integrity and high level of confidentiality<br />
<br />
<b><u>KEY PERFORFOMANCE MEASURES:</u></b><br />
a) Number of Project progress reports prepared in time;<br />
b) Annual plans and budgets prepared timely;<br />
c) Actions taken on monitoring and evaluation issues identified and reported;<br />
d) Number of compiled best practices for documentation<br />
<br />
