E-Government Agency (eGA) is a semi-autonomous institution established in 2012 under the Executive Agencies Act, No.30 Cap. 245 of 1997. The mandate of eGovernment Agency includes coordination, oversight, provision, promotion of eGovernment initiatives and enforcement of e-Government standards and guidelines in the Public Service. 
 
PRINCIPAL ICT OFFICER GRADE II – (TECHNICAL CONSULTANCY AND 
ADVISORY SERVICES) – 2 POSTS 
 
1.1.1 JOB PURPOSE: 
To provide advisory and technical consultancy to the Government institutions on all eGovernment 
related Projects. Lead the review and analysis of the Public Institutions’ 
e-Government related projects, services, processes and information needs to identify 
changes that will lead to business improvements. 
 
1.1.2 DUTIES AND RESPONSIBILITIES 
(i) Lead and manage teams to provide customer focused services to Public 
Institutions on the Government service improvement through use of ICT; 
(ii) Manage planning of IT consultancy projects to ensure quality of deliverables, 
timeliness of deliverables and within budget; 
(iii) Facilitate strong working relationships with key stakeholders to support 
collaboration, exchange of information and provide expertise to build new and 
consolidate existing relationships and influence outcomes; 
(iv) Provide IT audit service, including effective audit planning and facilitating 
advisory services to the Government; 
(v) To provide expertise on the appropriate infrastructure technology solutions in 
support of the on-going government operations, new application requirements 
and the strategic direction; 
(vi) Provide advice about the feasibility and suitability of proposed solutions to 
optimize performance of business processes; 
(vii) Lead teams in analyzing business processes, identifying alternative solutions, 
assessing feasibility of undertakings, and recommending new approaches, 
typically seeking to exploit ICT to improve business processes of Public 
Institutions; 
(viii) Work with key stakeholders to define business requirements and trends to 
enable informed business decisions and service level improvements; 
(ix) Advise Public Institutions in validating and justifying business needs, 
conducting feasibility studies, producing high-level and detailed business 
models, preparing business cases, overseeing development and 
implementation of solutions taking into account the implications/impact of 
changes on the respective Institutions and all stakeholders; 
(x) Coordinates ICT audits/reviews in Public Service; 
(xi) Conduct e-Government impact studies in Public Institutions; 
(xii) Mentor and coach subordinate staff; 
(xiii) Perform any other duties as may be assigned by his/her superior. 
 
1.1.3 QUALIFICATION AND EXPERIENCE 
Master Degree in the related discipline from recognized institution 
Bachelor Degree in Computer Science, Computer Engineering, Electronics 
Engineering, Information Technology or equivalent from a recognized institution. 
At least nine (9) years of practical working experience in public or any private 
reputable organization in the relevant field.

Job Purpose: 
The job holder is responsible for planning, implementing and coordinating all Risk Management and Compliance activities across the bank, to ensure Credit, Operations, ICT and Market quality risk management structures are in place and aligned with the business plan and goals of the bank, and also to assess the adequacy of efforts made by staff in complying with regulatory requirements. 
 
Key Responsibilities: 
•    Identify and assess the Credit, Operations, ICT and Market Risks issues associated with the organization’s current and proposed future business activities, including new products, systems, processes, new business relationships and any extensions of operations or network 
•    Responsible for forensics, corporate security and transaction monitoring teams 
•    Through the Head of Compliance be responsible for the Regulatory Risk Management and other compliance related requirements as well as AML/CTF and Sanction Risk Governance 
•    Be the owner of the Bank Risk Appetite Statement and ERM (Enterprise Risk Management), create and follow through on ERM work plan 
•    Based on a thorough understanding of the international risk framework (eg Basel III) apply the framework to NMB 
•    Assess the appropriateness of internal policies, procedures and guidelines, including writing new policies, reviewing existing policies, following-up on any identified deficiencies, making recommendations for amendments, where necessary, and supervising the implementation of corrective measures to mitigate the identified deficiencies/risks 
•    Prepare and monitor the Risk Management Assessment Policy with a view to integrating risk management into all aspects of the bank's functions 
•    Liaise with Internal Audit to ensure that the Business Units test and update all Risk Control programs 
•    Ensure pro-active processes exist for business managers to understand and actively manage all significant risks inherent to their business for monitoring and control 
•    Be accountable for second line of defense 
•    Monitor, analyze and develop risk profiles of new areas of activities and ensure that they conform to regulatory requirements 
•    Ensure appropriate internal controls and procedures for money laundering prevention are in place and functioning as intended 
•    Fraud investigations 
•    Create a compliance risk matrix for all laws/by-laws/circulars and guidelines the bank is subjected to, for regulatory compliance and risk mitigation 
•    Oversee compliance monitoring and intervening on the bank’s compliance with internal policies, procedures, guidelines and training of bank staff

Job Purpose: 
 
The job holder is responsible for advising on the overall NMB Communications and Public Affairs policy in order to promote the Bank's public image and develop an overall strategy and action plans for Corporate Communications, Public Affairs and Corporate Social Responsibility.

•    Be first point of contact for external media relations to ensure positive representation of the bank and its products in all media, including managing media engagement as the bank’s spokesperson and as delegated by the CEO from time to time

Job Purpose 
To coordinate all HIV prevention activities in the region that focus on priority and key populations including establishment of condom outlet centres 
Job summary: Prevention Field Officer will be responsible in development, planning and implementation of all HIV prevention activities. He/she shall work with community peer educators to identify and conduct HIV prevention strategies. 
 
Duties and Responsibilities 
1.    Coordinate identification of relevant prevention activities for key and priority populations; 
2.    Establish terms of service and coordinate recruitment of peer educators in Nyasa district; 
3.    Plan and engineer implementation of HIV prevention activities in the region including working with identified community peer educators; 
4.    Align peer educators for implementation of HIV prevention activities geared to achieve set targets; 
5.    Receive data and take lead in compilation for HIV prevention activities in the District; 
6.    Develop reports and success stories in the area of HIV prevention for experience sharing and documentation; 
7.    Provide technical backstopping in HIV prevention activities and strategies; 
8.    Participate in Monthly program management meetings and Quarterly Quality Improvement session. 
9.    Hold monthly Peer educators meetings to identify operational challenges, provide monthly allowance and other technical backup 
10.    Compile monthly Peer educators reports for management and for donor on time and submit to HDT Prevention Focal. 
 
Knowledge and Experience 
•    Diploma, advance diploma in Clinical courses, Nursing or Degree in social science with two years’ experience in HIV prevention 
•    Experience in Result Based Planning and Management. Experience in PEPFAR funded projects is an added advantage 
•    Organized, smart and good writing skills 
•    Ability to work flexible hours 
•    Knowledge of programme design, implementation, monitoring, evaluation and reporting.

Description 
Programme Officer Monitoring and Evaluation: will be responsible for developing, updating and implementing the learning, monitoring and evaluation system throughout TGNP; to facilitate the build-up of sustainable capacity in the feminist ideology and specific technical skills for activism and movement building and policy research and analysis through knowledge transfer, coaching and mentoring by the founding generation/s to the succeeding generations and youth among the TGNP membership and staff. 
 
A. Specific Responsibilities 
i) Designing and implementing a monitoring and evaluation plan including design of data collection tools, training of users in the use of the tools, 
ii) Facilitating the planning, coordination of programme/project activities, implementation of monitoring and evaluation (M&E) activities including setting up/updating monitoring and evaluation systems 
iii) Review the performance indicators and reports produced by different stakeholders and suggest necessary changes; 
iv) Identifying priority quantitative data gaps in TGNP programme plans and operations and define key variables to be tracked in monitoring, evaluation and reporting to enhance TGNP ability to produce evidence based reporting on results achieved, 
v) Capturing data collected into appropriate data bases, store, process and generate monitoring evaluation and reporting outputs, 
vi) Producing regular reports on M&E plan and budget implementation 
vii) Planning, coordinating and participate in the strategic planning processes and specifically play an active role in the development of strategic programme frameworks (annually, three, five and beyond 
viii) Facilitating internal and external project evaluations and reporting on outcomes of such evaluation. 
 
B. Key qualifications and Experience 
A minimum of Master’s degree in Social Sciences or equivalent and four (4) years of working experience in a relevant field years’ minimum working experience. Strong experience in monitoring and evaluation of complex social change processes, both qualitative and quantitative aspects is added advantage. 
 
Job Key Competencies: 
i) Strong experience with data collection, management, analysis and report production, 
ii) Thorough proficiency in data analysis using statistical software packages such as SPSS and other packages,

iv) Effective Public Relations, strong interpersonal and good speaking skills, 
v) Proven ability to work effectively in a team environment with both programme and non-programme staff, 
vi) Knowledge of NGOs work and understanding of feminism/gender and development will be an added advantage,
