<b><u>1.1.1 JOB PURPOSE:</u></b><br />
To provide advisory and technical consultancy to the Government institutions on all eGovernment<br />
related Projects. Lead the review and analysis of the Public Institutions’<br />
e-Government related projects, services, processes and information needs to identify<br />
changes that will lead to business improvements.<br />
<br />
<b><u>1.1.2 DUTIES AND RESPONSIBILITIES</u></b><br />
(i) Lead and manage teams to provide customer focused services to Public<br />
Institutions on the Government service improvement through use of ICT;<br />
(ii) Manage planning of IT consultancy projects to ensure quality of deliverables,<br />
timeliness of deliverables and within budget;<br />
(iii) Facilitate strong working relationships with key stakeholders to support<br />
collaboration, exchange of information and provide expertise to build new and<br />
consolidate existing relationships and influence outcomes;<br />
(iv) Provide IT audit service, including effective audit planning and facilitating<br />
advisory services to the Government;<br />
(v) To provide expertise on the appropriate infrastructure technology solutions in<br />
support of the on-going government operations, new application requirements<br />
and the strategic direction;<br />
(vi) Provide advice about the feasibility and suitability of proposed solutions to<br />
optimize performance of business processes;<br />
(vii) Lead teams in analyzing business processes, identifying alternative solutions,<br />
assessing feasibility of undertakings, and recommending new approaches,<br />
typically seeking to exploit ICT to improve business processes of Public<br />
Institutions;<br />
(viii) Work with key stakeholders to define business requirements and trends to<br />
enable informed business decisions and service level improvements;<br />
(ix) Advise Public Institutions in validating and justifying business needs,<br />
conducting feasibility studies, producing high-level and detailed business<br />
models, preparing business cases, overseeing development and<br />
implementation of solutions taking into account the implications/impact of<br />
changes on the respective Institutions and all stakeholders;<br />
(x) Coordinates ICT audits/reviews in Public Service;<br />
(xi) Conduct e-Government impact studies in Public Institutions;<br />
(xii) Mentor and coach subordinate staff;<br />
(xiii) Perform any other duties as may be assigned by his/her superior.<br />

<b><u>1.1.3 QUALIFICATION AND EXPERIENCE</u></b><br />
Master Degree in the related discipline from recognized institution<br />
Bachelor Degree in Computer Science, Computer Engineering, Electronics<br />
Engineering, Information Technology or equivalent from a recognized institution.<br />
At least nine (9) years of practical working experience in public or any private<br />
reputable organization in the relevant field.<br />

The College of Business Education is established by Act of Parliament No. 31 of 1965. CBE is a training Government Executive Agency operating ‘semi’ autonomously and commercially in providing education in Accountancy, Procurement & Supplies Management and other business related disciplines.<br />

1.1 <span style="color: blue;"><b>ASSISTANT LECTURER (LEGAL AND INDUSTRIAL METROLOGY) – 1 POST</b></span><br />

<b><span style="color: blue;">1.1.1 DUTIES AND RESPONSIBILITIES</span></b><br />
(i) Teaches up to NTA level 8 (Bachelor’s Degree);<br />
(ii) Prepares learning resources for tutorial exercises;<br />
(iii) Conducts research, seminars and case studies;<br />
(iv) Carries out consultancy and community services under supervision;<br />
(v) Supervise students projects;<br />
(vi) Prepare teaching manual; and<br />
(vii) Perform any other duties as assigned by supervisor.<br />
<br />
<b><span style="color: blue;">1.1.2 QUALIFICATION AND EXPERIENCE</span></b><br />
Master’s Degree either in Production engineering, industrial engineering, electrical<br />
engineering, mechanical engineering, Industrial Metrology or standardization with a<br />
GPA of 4.0 or an average of B+, and should have a minimum GPA of 3.8 at<br />
undergraduate level.<br />
Applicants with Master’s Degree in Legal and Industrial Metrology are highly<br />
encouraged to apply.<br />
1.1.3 REMUNERATION<br />

Job Purpose:<br />
The job holder is responsible for planning, implementing and coordinating all Risk Management and Compliance activities across the bank, to ensure Credit, Operations, ICT and Market quality risk management structures are in place and aligned with the business plan and goals of the bank, and also to assess the adequacy of efforts made by staff in complying with regulatory requirements.<br />
<br />
<b><u>Key Responsibilities:</u></b><br />
•    Identify and assess the Credit, Operations, ICT and Market Risks issues associated with the organization’s current and proposed future business activities, including new products, systems, processes, new business relationships and any extensions of operations or network<br />
•    Responsible for forensics, corporate security and transaction monitoring teams<br />
•    Through the Head of Compliance be responsible for the Regulatory Risk Management and other compliance related requirements as well as AML/CTF and Sanction Risk Governance<br />
•    Be the owner of the Bank Risk Appetite Statement and ERM (Enterprise Risk Management), create and follow through on ERM work plan<br />
•    Based on a thorough understanding of the international risk framework (eg Basel III) apply the framework to NMB<br />
•    Assess the appropriateness of internal policies, procedures and guidelines, including writing new policies, reviewing existing policies, following-up on any identified deficiencies, making recommendations for amendments, where necessary, and supervising the implementation of corrective measures to mitigate the identified deficiencies/risks<br />
•    Prepare and monitor the Risk Management Assessment Policy with a view to integrating risk management into all aspects of the bank's functions<br />
•    Liaise with Internal Audit to ensure that the Business Units test and update all Risk Control programs<br />
•    Ensure pro-active processes exist for business managers to understand and actively manage all significant risks inherent to their business for monitoring and control<br />
•    Be accountable for second line of defense<br />
•    Monitor, analyze and develop risk profiles of new areas of activities and ensure that they conform to regulatory requirements<br />
•    Ensure appropriate internal controls and procedures for money laundering prevention are in place and functioning as intended<br />
•    Fraud investigations<br />
•    Create a compliance risk matrix for all laws/by-laws/circulars and guidelines the bank is subjected to, for regulatory compliance and risk mitigation<br />
•    Oversee compliance monitoring and intervening on the bank’s compliance with internal policies, procedures, guidelines and training of bank staff<br />

•    15+ years’ relevant experience,  5 years at senior management level<br />
•    Proven track record in risk and compliance in banking, ICT, pension funds or a leading audit firm<br />
