S/He provides oversight of the day-to-day financial operations at the Country Office level and is responsible for organizing and providing high level quality financial services to the Country Office programs, projects, staff and management. S/He works closely with the CARE Shared Services Center (SSC) in Manila, Regional Management Unit (RMU) and CO senior management to ensure appropriate financial support and resources are timely available. S/He ensures a partnership is nurtured between Finance, Program and other program support units in the Country Office The Head of Finance ensures that program and finance teams are supported during proposal development to develop accurate budgets. S/he will responsible for timely providing periodic analytical financial reports to Budget Holders and Senior management on CO, Grants and Sub-Grants expenditures, inform and advice the management on the financial position, performance and financial risks as input for effective resource management decision making. Provides technical support and guidance to other CARE staff and partners on compliance and ensures understanding and adherence of terms and conditions of donor grants, statutory requirements and CARE International policies including sub grants management policy.The Head of Finance will act as the focal person to coordinate and ensure workflow and other projects requirements in the financial and grants management system (PeopleSoft) are timely communicated and defined in the system, for smooth implementation and recording of financial data. Responsible for Treasury management including preparation of Cash forecasting, facilitating payments, deposits and acting as a link of communication with the designated banks to ensure efficiency and smooth flow of bank services. The position has a critical role of ensuring strictly adherence and timely submission of required accounting information (returns), taxes and other statutory payments and claims in accordance with the prescribed law and regulations in Tanzania. Will also be responsible for coordinating Internal and External audits organized for Donor fund, statutory audits or as may be required. S/he will manage a small team and will be responsible for the team’s performance management and capacity development. The project is primarily focused on creating access to geological data for ASM gold mines, through ‘translating’ mining cadastre information and the availability of (basic) technology for soil analysis. Geological data is crucial for ASM gold mines for example to aid dig shafts and tunnels in the right places and right directions, to make a reliable estimate of the lifespan of the mine and the quality and quantity of the gold deposits. This is important to work more efficiently, to prevent environmental damage and have access to formal finance.Project’s objectives:In this project we aim to develop an approach and tools that ASM can use to ‘read’ the mining cadastre data and perform basic soil analysis of their mining concessions. In addition to this, we will work on the introduction of mercury-free technology and build an access to market model that puts emphasis on strong supply chain traceability and due diligence (ICGLR and OECD) requirements.The Position:Reporting to the Country Manager the Geologist will be based in Geita and will be responsible for data and information gathering from both primary and secondary sources. Secondary sources would comprise relevant project documents, commodity sector reports, and Government reports. Primary data will be collected from sampled beneficiaries and market actors in all the project sites. The detailed methodology and field work schedule will be worked out in collaboration with Solidaridad gold Project team, partner organizations and the consultants during inception meeting. BackgroundThe Ministry of Health Social Welfare, Gender Elderly and Children (MOHSWGEC) in Zanzibar embarked on the reform process from the beginning of 1990’s and this became fully fledged in the early 2000’s. The Geographical health infrastructure in Zanzibar has been distributed into primary, secondary and tertiary levels of health care services. The distribution allows good access to primary services to 95% of the population living within or less than 5km to the nearest public health facility. The health supply chain in Zanzibar spans from the Central level (MOHSWGEC, Programs, CMS) to the downstream (Hospitals, PHCU+ and PHCU) over which execution of supply chain activities demands the presence of a well-trained workforce. Central Medical Stores (CMS) is responsible for procurement of commodities in collaboration with the Procurement Unit of the MOHSWGEC. The CMS is also responsible to store and distribute commodities to all public health facilities. Over time there have been efforts to improve inventory management and warehouse infrastructure at CMS, these includes the establishment of the current WIB at Unguja and building of the new warehouse in Pemba including strengthening the cold storage system. Efforts have also included implementation various logistics systems such as the of the Zanzibar Integrated Logistics System (ZILS), TB and Leprosy medicines logistics system, and the Laboratory logistics system.Based on its role, CMS is a key player in the health supply chain in Zanzibar. CMS delivers medicines, medical supplies and laboratory reagents direct to about 167 health facilities. Orders from health facilities are made electronically to CMS using the eLMIS. CMS uses mSupply as a program to run its business operations.  Whilst a lot has been achieved to date to improve warehouse and distribution, there are still a lot to unveil and provide the relevant recommendations and improvement support to ensure that there is adequate warehousing and distribution and inventory management of health commodities in Zanzibar. The MOHSWGEC is currently undertaking a holistic review of the health supply chain in Zanzibar in order to identify and address challenges in entire system as part of strategies to improve management of health commodities and ensuring 100% stock availability of essential medicines in all health facilities in the country. The scope of the review includes assessing and providing recommendation on the warehousing practices and infrastructure at both central (CMS) and health facilities. It also includes assessing the current health commodities distribution process and recommend the needed improvements for gaining efficiencies.
