She/he will work closely with the Digital Education Project Coordinator and Refugee Incentive Workers under the overall umbrella of the Field Programme Manager to ensure that planned education activities are implemented timely and in line with Save the Children best practices to ensure the attainment of set outcomes and objectives.Reports to: Digital Education Project CoordinatorKEY AREAS OF ACCOUNTABILITY:Program Implementation<ul style="text-align: left;"><li>With support from the Project Coordinator, develop, implement and monitor quarterly, monthly and weekly education and recreational activity plans to achieve expected results,</li><li>Oversee the supervision of supported schools and ensure that classes in supported schools are regularly monitored using appropriate tools including class registers, teacher attendance records books are used consistently and accurately on daily.</li><li>Effectively maintain computers, tablets and other information technological systems provided by Save the Children. This includes preparing and installing appropriate software applications,</li><li>Examining faulty data processing equipment to identify faults and report to IT Team,</li><li>Ensure adherence to IT related policies, procedures and best practices regarding computer and tablet use, data storage and handling; and recommend to Project Coordinator on changes or improvements needed.</li><li>Liaise with IT to carry out routine checks and care on tablets in order to prevent them from damage due to improper connections and operations or adverse acts of computer virus</li><li>Participate in monitoring and evaluation of project activities, ensuring the participation of children and their communities</li><li>Provide orientation/training to teachers on how to use and operate IT equipment’s/tablets effectively.</li><li>Ensure the tablets are working effectively both online and offline.</li><li>Provide support in updating records and inventories of IT equipment.</li><li>Organize and chair the weekly meetings with head teachers and deputies and bi-weekly meetings with teachers. She/he will ensure the minutes of meetings are documented and shared with the relevant staff. Local coordinator is in charge of supporting Principals and Teachers during the project implementation. Coordinator will have to train teachers and will be responsible for the technological equipment and Must give daily support in the schools. Therefore, coordinator needs to be linked to the educational community. Profuturo will give a training to coordinators about technology, tools, methodology and own contents, work process etc. He/she is responsible for contributing to proposal development in line with SC goals and strategic directions. He/she is responsible for providing managerial, technical, and administrative support to partner staff during the implementation of an integrated program. For purposes of ensuring healthy collaboration between SC’s response and other actors in refugee education/protection, the Coordinator will actively participate in education-related activities and meetings.SCOPE OF ROLEReports to: Refugee Response Field ManagerStaff directly reporting to this post: Digital Education OfficerKEY AREAS OF ACCOUNTABILITY:Under the direct supervision of the Refugee Response Field Manager:Programme Development and Implementation<ul style="text-align: left;"><li>With the support and guidance of Refugee Response Field Manager and working closely with the Digital Education Officer, lead the implementation of Save the Children’s education project activities within the refugee camps through provision of non-formal education programs for out of school children.</li><li>Identify critical program gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps.</li><li>Organize and conduct a mapping/assessment of capacity development needs of Save the Children and partner staff and roll out capacity development activities in line with Inter-agency Network for Education in Emergency (INEE) and Save the Children best practices.</li><li>Coordinate and ensure quality in the programme by building capacity of the Education Officer and volunteer teachers through trainings, on content such as pedagogical skills, psychosocial support & life skills.</li><li>Input into new proposals and support the Refugee Response Field Manager in the finalization of EiE budgets, Log-frames and implementation plans</li><li>Provide guidance to the Education Officer and partner staff on thematic standards and approaches which reflect good practice in emergency education responses to address SC Commitments for Children in Emergencies.</li></ul>Human ResourcesLine management of the Education OfficersPrepare performance objectives together with education program staffs and give the necessary feedback, follow up and support to improve staff performance.Monitoring and Reporting<ul style="text-align: left;"><li>Facilitate the use of appropriate and effective program monitoring systems to enable assessment of both the emergency response process and impact and to ensure delivery of results for children.</li><li>In coordinator with the MEAL team, the Project Coordinator will participate in the review and development of contextually relevant Quality Learning Environment (QLE) benchmarks for AEP and formal education for the Burundi refugee response.</li><li>Participate in internal & external education assessments/survey and tracer studies to identify needs of beneficiaries and program impact on beneficiaries, conduct analysis and lessons learnt with the view of strengthening future programming.</li><li>Liaise with Project Officer to prepare weekly, monthly or other periodical activity reports for SCI and share with the education sector leads and other funding partners.</li><li>Reporting on progress and documentation of best practices</li><li>Support in development of communication materials, case studies and advocacy initiatives.</li></ul>Coordination and Networking<ul style="text-align: left;"><li>Working closely with the Refugee Response Field Manager and Project officer, develop partnerships to leverage resources, ensure adequate coverage in the emergency response and participate in joint assessments.</li><li>Advocate for, and support, the development of sustainable, child-friendly and hazard-resistant standards and designs for learning centres, the integration of life skills into both formal and non-formal education, with a particular focus on Disaster Risk Reduction (DRR)</li><li>Represent SCI education programme in coordination forums including Education Sector Working Group meetings, working closely to address issues related to strategic planning, responsibilities of sector partners, and joint advocacy.</li></ul>BEHAVIOURS (Values in Practice)Accountability:<ul style="background: 0px 0px rgb(255, 255, 255); The COP will provide leadership, managerial and technical support throughout the implementation of the project and will be responsible for the administration, program management, performance monitoring and technical implementation and oversight of all program activities. The COP will serve as the principal institutional liaison to the Tanzanian Government and USG and is expected to have regular communication with the Agreement Officer’s Representative. The COP is responsible for ensuring compliance with FHI 360 policies and procedures and USG rules and regulations. The COP is responsible for ensuring sub-awardee compliance and monitoring quality of program implementation. The position will be based in Tanzania and will report to the FHI 360 East Africa Director. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to USG approval.Job Summary/Responsibilities:<ul style="text-align: left;"><li>Provide overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe.</li><li>Responsible for the overall planning, implementation, and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.</li><li>Serve as principal liaison to USG and the Tanzanian Government and ensure high level of coordination and nurture relationships with all key stakeholders including partner organizations/at national and county level, on administrative, financial and programmatic matters related to the project.</li><li>Liaise with USG partners and other donors and implementing agencies to ensure coordination of and synergy with other USG HIV activities.</li><li>Oversee report preparation and submission to meet USG and corporate reporting requirements to document program performance and monitor overall award compliance.</li><li>Lead preparation of annual work-plans, project activity updates, and other project-related communication and reporting materials.</li><li>Oversee a team of senior technical, program and finance staff and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.</li><li>Supervising all project staff, including ensuring that field staff regularly prepare and update performance data.</li><li>Represent the project at regional, national and international forums, including technical conferences, policy briefings, etc.</li><li>Ensure timely, high-quality, and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by USG.</li><li>Oversee the identification of technical assistance needs at national and county to be supported to improve performance towards achieving the goals and objectives of the National Strategic Plan.</li><li>Oversee management systems for the cost-effective implementation of all project activities.</li><li>Develop suitable scopes of work for the engagement and execution of technical assistance contracts as needed</li></ul>Required Qualifications:<ul style="text-align: left;"><li>A Bachelor's degree in Public Health, Health Administration, Management, Social Work, Business Administration with a focus on public health, social sciences, or related field.</li><li>A minimum of ten years of experience with progressively increasing responsibility designing, implementing, managing and leading large development programs involving multiple partners, stakeholders and geographic target areas in a developing country.</li><li>A minimum of five years prior experience as a Chief of Party or similar leadership role of similar size and complexity.</li><li>A minimum of three years of experience providing specific technical direction and oversight of the development and management of TB programs with key populations.</li><li>Management experience with a USG funding mechanism and familiarity with USG agreement regulations preferred.</li><li>Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making.</li><li>Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.</li><li>Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.</li><li>Excellent interpersonal, writing and oral presentation skills in English.</li><li>Relevant computer software skills, including at a minimum MS Office.</li></ul>This job posting summarizes the main duties of the job.
